JAKARTA - The Election Supervisory Agency (Bawaslu) updated the Election Hazard Index (IKP) in the 2020 Pilkada by highlighting the vulnerability to the COVID-19 pandemic.
Bawaslu member Mochammad Afiffudin said, currently there are 50 districts / cities indicated as being highly vulnerable in the context of a pandemic, out of 270 regions holding regional elections.
"This figure has almost doubled compared to the latest IKP in June 2020, which stated that 27 districts / cities are indicated to be highly vulnerable to the COVID-19 pandemic," Afif said in a virtual press conference, Tuesday, September 22.
Afif said, indicators to measure this vulnerability include election administration that was infected with COVID-19 and / or died, and election organizers who resigned due to the COVID-19 outbreak.
Another indicator is a spike in patients and victims who died due to COVID-19, as well as the rejection of the 2020 Pilkada from the general public and from community leaders because of the pandemic.
"The 10 regions with the highest vulnerability in the aspect of a pandemic are Depok City, Kotawaringin Timur Regency, Bukittinggi City, Agam Regency, Manado City and Bandung Regency," said Afif.
"Then Sintang District, West Sumbawa Regency, Bone Bolango Regency and Bandar Lampung City," he continued.
Meanwhile, there are 126 districts / cities that are in the medium-prone category, and 85 districts / cities in the low-prone category in the context of the COVID-19 pandemic.
Meanwhile, provinces with the highest pandemic vulnerability are in Central Kalimantan, West Sumatra, North Sulawesi, Central Sulawesi, Bengkulu, South Kalimantan, Riau Islands, Jambi, and finally North Kalimantan.
"Three provinces, namely Central Kalimantan, West Sumatra and North Sulawesi are in the score above 90 from the maximum hazard score of 100," he explained.
