Minister Tjahjo Officially Issues SE Ban On ASN Leave During Christmas And New Year

JAKARTA - State civil servants (ASN) are prohibited from taking leave and traveling outside the region during the period of Christmas 2021 and New Year 2022. The ban is valid from December 24, 2021 to January 2, 2022.

"This is done as a precautionary measure to prevent and deal with COVID-19, which has the potential to increase due to people traveling during Nataru," said Minister for Administrative Reform and Bureaucratic Reform (PANRB) Tjahjo Kumolo, in Jakarta, Thursday, November 25.

This policy is contained in the Circular Letter (SE) of the Minister of PANRB Number 26 of 2021 concerning Restrictions on Traveling Outside the Region and/or Leave for ASN Employees During the 2021 Christmas and New Year 2022 Period During the 2019 Corona Virus Disease Pandemic. This regulation was made as a follow-up to the Instruction of the Minister of Home Affairs (Inmendagri) Number 62 of 2021 concerning Prevention and Control of COVID-19 at Christmas in 2021 and New Year in 2022.

However, it should be noted, based on the SE Minister of PANRB Number 13/2021, restrictions on leave and traveling outside the region for ASN have also been regulated. ASN is prohibited from taking leave and traveling outside the region in the same week as a national holiday, both before and after, which means it falls on December 20, 2021.

So ASN is prohibited from taking leave and traveling outside the region starting December 20, 2021. The prohibition is excluded for ASN on maternity leave and sick leave for PNS and Government Employees with Work Agreements (PPPK).

In addition, leave for important reasons is also allowed for civil servants. However, the granting of leave must be carried out in an accountable manner in accordance with the requirements stipulated in Government Regulation (PP) Number 11 of 2017 concerning Civil Servant Management as amended by Government Regulation Number 17 of 2020, and Government Regulation Number 49 of 2018 concerning Management of PPK.

Meanwhile, the prohibition on traveling outside the region is excluded for ASN who reside and work in agencies located in the agglomeration area that will perform work from office (WFO) such as Mebendaro, Jabodetabek, Greater Bandung, Jogja Raya, Solo Raya, Kedungsepur, Gerbangkertosusila, and Maminasata. For ASN who carry out official duties outside the region, they must obtain a letter of assignment signed by at least a Primary High Executive Officer (echelon II) or the Head of the Work Unit Office.

Exceptions are also given to employees who are forced to travel outside the region, by obtaining written permission from the Personnel Guidance Officer (PPK) within their agency.

For employees traveling outside the region to always pay attention to several things, such as the zoning map for the spread of COVID-19; regional regulations regarding restrictions on entry and exit of people; policies regarding the Enforcement of Restrictions on Community Activities determined by the Minister of Home Affairs; criteria, requirements, and travel protocols set by the Ministry of Transportation and the COVID-19 Handling Task Force; health protocols set by the Ministry of Health; and the use of the PeduliLindung platform.

The SE also states that PPK is required to establish technical arrangements and take the necessary steps at their respective agencies. Then the PPK can give disciplinary penalties to employees who violate the applicable provisions, and henceforth can be reported via the link http://s.id/LaranganBercepatanASN no later than three working days after the end of the Nataru period. The report uses the format specified in the attachment to the circular letter.
