The Memory Of Ustaz Tengku Zulkarnain Accuses The PKS Bill On The Road Of The Government To Legalize Licensing

JAKARTA - The proposal of the Draft Law (RUU) on the Elimination of Sexual Violence (PKS) was greeted with great fanfare in 2012. Komnas Perempuan became the pioneer. The presence of the PKS Bill is considered important so that it becomes the basis for the government to provide protection to victims of sexual violence.

The PKS Bill was also seriously discussed in the DPR. Problems arise. Not everyone agrees with the presence of the PKS Bill. Ustaz Tengku Zulkarnain, for example. The Deputy Chief Secretary General of the Indonesian Ulema Council (MUI) caused a stir by calling the PKS Bill actually legalizing adultery.

No one is completely free from the threat of sexual violence. Men and women have the same possibility of being victims of sexual violence. The trauma is prolonged. The victims did not know where they were going because they had to complain out of shame and other considerations.

This condition occurs because the related legal product has not been specifically discussed. Hope also arose when Komnas Perempuan proposed the presence of the PKS Bill to the DPR in 2012. They felt that the presence of specific legal products related to the elimination of sexual violence was needed.

The law will later break the chain of sexual violence. The violence includes sexual harassment, sexual exploitation, coercion of prostitution, sexual slavery, and sexual torture.

The PKS Bill was initially discussed seriously by members of the DPR. The bill has been re-entered into the DPR's National Legislation Program since 2014-2019. Komnas Perempuan even participated in forming a special team to help design and other support so that the PKS Bill is valid.

However, not all agree with the draft regulation of the PKS Bill. Some groups from political parties to religious scholars have expressed their disapproval with the PKS Bill. The hardest figure against the PKS Bill was Ustaz Tengku Zulkarnain in 2019.

The Deputy Secretary General of the MUI said that the PKS Bill had a hidden agenda. He believes the bill is a government study in legalizing adultery in Indonesia. He considers the agenda to be detrimental to the morale of the Indonesian nation.

"Students, and students, and young people who are not married who want to have sexual intercourse, the government must provide contraceptives for them. Young people who are not married to adultery, the government must provide their condoms so that they are not pregnant outside of marriage. If this is ratified, it means that the government has allowed adultery, even providing condoms and contraceptives," said Tungku Zul as quoted by Detik.com, March 11, 2019.

Tengku Zul is of the view that the PKS Bill is discussed not only for the protection of men and women from sexual crimes. The PKS Bill is here to legalize adultery. Tengku Zul's statement also brought a stir here and there.

Pros and cons also emerged. Those who rawly absorb Tengku Zul's statement consider the government to legalize adultery. They immediately condemned the government of Joko Widodo (Jokowi) because they felt Tengku Zul's statement contained the truth.

They are against each other. They think that Tengku Zul did not fully read the PKS Bill. The PKS Bill does not come from President Jokowi. The PKS Bill comes from Komnas Perempuan and the DPR has the initiative to discuss it to provide protection to the Indonesian people regarding sexual violence.

Tengku Zul's statement is considered to have the potential to damage the government's image. The wild ball of his statement could be a source of fake news and hoaxes. Criticism is not only carried out by netizens. MUI itself, where Tengku Zul took shelter, said it was not responsible for controversial remarks.

The statement of the pro-infidelity government is considered by MUI as a form of Tungku Zul's personal statement. Alias has nothing to do with MUI. The institution that houses the ulama even said they had never conducted a study related to the PKS Bill.

Tengku Zul's view is considered by MUI as a form of carelessness. Gelora rejected Tengku Zul's statement. Finally, Tengku Zul realized that his words related to the government legalized adultery through the PKS Bill were not true.

Tengku Zul also apologized so that the polemic subsided quickly. He also withdrew the contents of his lecture. The apology made false news regarding the legal government of adultery through the PKS Bill immediately disappeared from the media world.
