The discourse on establishing a State Revenue Agency (BPN) is getting stronger under the leadership of President Prabowo Subianto.
This was marked by Prabowo's updating of the 2025 Government Work Plan (RKP), replacing some of the plans previously designed by President Joko Widodo.
In the latest version of the RKP 2025, the establishment of BPN is officially included and regulated in Presidential Regulation (Perpres) Number 79 of 2025.
This change has an impact on the contents of Presidential Decree Number 109 of 2024 which was signed by Jokowi. One of the points that have been revised is the list of priority programs in the 2025 RKP rapid results.
In the latest Presidential Decree, Prabowo added that the initiative to form BPN was previously not listed in the Presidential Decree of the Jokowi era, where there was only a plan to optimize state revenues.
"Building a State Revenue Agency and increasing the ratio of state revenues to gross domestic product (GDP) to 23 percent," the regulation wrote, quoted on Tuesday, September 16.
Previously, Minister of Finance Purbaya Yudhi Sadive explained that related to the plan to form a State Revenue Agency (BPN), there had been no direct direction from President Prabowo.
"Nothing yet. I don't think I like it. I asked, sir, how about it, sir? (Asking Purabaya to the President) Can I break it down? I don't know because I'm new, can that be a code or not?," he said demonstrating President Prabowo's movement with his hands moving forward, Monday, September 8.
Furthermore, Purbaya explained, in most countries, the state revenue system remains under the auspices of the Ministry of Finance and emphasized that he would still respect the existing system, instead of carrying out a massive overhaul.
"If we make us alone, it will be strange again. So we will optimize the existing system," he continued.
He said the weakness of new leaders is usually to dismantle old systems and then create new ones in order to leave their own milestones.
"I won't be like that, the approach, I have the approach, I optimize it so that the system can work optimally, we will stop optimizing it, we will speed it up again," he added.
