The National Police's Food Task Force (Satgas) has appointed three President Directors (Managing Director) of PT Food Station Tjipinang Employees Gunarso, Operational Director Ronny Lisapaly, and Head of Quality Control Section with the initials IRP as suspects in the mixed rice case.

The Director of Special Economic Crimes at Bareskrim Polri as well as the Head of the National Police Food Task Force, Brigadier General Pol Helfi Assegaf, said the three were responsible for the production and distribution of premium rice brands Setra Ramos Merah, Setra Ramos Biru, and Setra Pulen which did not meet quality standards.

For this action, they were charged with the Consumer Protection Law Article 62 in conjunction with Article 8 paragraph (1) letters a and f as well as Articles 3, 4, and 5 of Law Number 8 of 2010 concerning the Crime of Money Laundering (TPPU).

"The threat of Article 62 of Consumer Protection is 5 years in prison and a fine of Rp. 2 billion. Meanwhile, the Money Laundering Law is sentenced to 20 years in prison and a fine of Rp. 10 billion," said Helfi in his official statement, quoted on Sunday, August 3.

The National Police's Food Task Force is currently drafting further steps, including summoning suspects, confiscation of production machines, and examination of corporate experts to determine the accountability of PT FS's legal entity.

The police have also submitted a request for an analysis of PT FS's financial transactions to PPATK.

"The investigator's follow-up plan after the determination of the suspect is to summon and examine the three suspects. Investigators will confiscate PT FS' rice production machine. Conduct an examination of corporate experts to ensure the corporate accountability of PT FS in this case and the determination of a corporation as a suspect," added Helfi.

Furthermore, Helfi said, the police will conduct investigations into three other companies and distributors, namely PT PIM, SY stores, and PT SR, which will also be accelerated soon.

"We urge the public to be more thorough in buying rice. Make sure the labeled product is clear, meets the SNI, and in accordance with the clean weight listed. We hope this law enforcement will be a deterrent effect for rogue business actors," he said.

Helfi explained that this case began with the results of an investigation by the Ministry of Agriculture (Kementan) conducted in 10 provinces in June 2025.

Of the 268 rice samples tested, 232 samples or 189 brands were found not in accordance with the quality or dose listed on the label. The findings were then submitted to the National Police Chief through an official letter on June 26.

Following up on the report, the National Police's Food Task Force conducted investigations at various rice distribution points, including traditional markets and modern retail. Samples from five rice brands produced by three companies including PT Food Station Tjipinang were then tested in the Ministry of Agriculture's official laboratory and proved not to meet Indonesia's National Standards (SNI) for premium rice.

In addition, investigators also found internal company documents showing the existence of their own quality standards set by the Head of the QC Section and the Director of Operations of PT Food Station Tjipinang without considering the decline in quality due to the distribution process.

In fact, an internal meeting minutes were found on July 17, 2025, which explicitly instructed a decrease in the level of broken rice (broken) in response to the announcement of the Minister of Agriculture.

During the investigation process, a joint team from the National Police Food Task Force together with the Forensic Laboratory and the Ministry of Agriculture's Example Taker Officers also searched two locations belonging to PT FS in Cipinang, East Jakarta, and Subang, West Java.

From that location, a number of documents, rice evidence, and upgrading products were secured from the previous rice.
