JAKARTA - Minister of ATR/Head of BPN Nusron Wahid said there were two big issues that his party had to solve to overcome problems in the spatial planning sector.

The handling of two problems, namely One Map Policy and One Spatial Planning Policy, can encourage investment growth in Indonesia.

This was conveyed by Nusron in the Spatial Planning Talkshow as part of the Commemoration of Agrarian Day and Spatial Planning 2024 of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) in Jakarta, Friday, November 8.

"This is one of the issues that must be raised so that the state is present to provide solutions to the people and the business world, which are part of the people, we cannot hang out their fate. We will resolve this issue together, especially among business actors. We make this a joint community to solve various problems that arise," said Nusron in his written statement, quoted on Saturday, November 9.

Nusron explained, as long as One Map Policy is not yet available, the suitability of Spatial Utilization Activities (KKPR) as one of the basic requirements for business licensing can be hampered. This is because there is no Detailed Spatial Planning (RDTR) which is part of One Map Policy.

"As a result of the absence of One Map Policy to take care of the old PKKPR because there is no RDTR hook yet," he said.

He said, currently in Indonesia there are only 541 RDTRs and 278 RDTRs that have been integrated with Online Single Submission (OSS). Then there must be 2,000 RDTRs.

"There are still 1,500 more RDTR that we have to complete using a map base of 1:5,000, so that it is close to accuracy," he said.

The second big issue that Nusron emphasized was the One Spatial Planning Policy or the One Spatial Plan Policy. According to him, so far spatial planning is still under separate authority.

"As a result of overlapping, the macro zone is not caught because each of them talks to the micro zone. This idea is to unify one spatial layout so that in the macro arrangement it will be caught and not cause overlap," he said.

According to Nusron, if the One Spatial Plan or One Spatial Planning Policy policy already exists, it is hoped that later services can be faster but remain accountable. This means that they remain accurate in a long-term context and do not produce disasters, let alone disasters.

"Likewise with PKKPR, how can the PKKPR affairs be completed at this time with a consistent note that there are risk mitigation, accurate and accountable elements. So, the PKKPR is in accordance with applicable regulations and maintains the existing ecosystem," he concluded.
