Responding To The BKPM Budget Down In 2025, Minister Suharso: All Ministries Ask For Additional

JAKARTA - Minister of National Development Planning/Head of the National Development Planning Agency (PPN/Bappenas) Suharso Monoarfa responded to the statement of the Minister of Investment/Head of the Investment Coordinating Board (BKPM) Bahlil Lahadalia regarding the Ministry of Investment's budget reduction in the Government Work Plan (RKP) 2025.

"Almost all Ministries will definitely ask for additional, including the addition yesterday from Mr. Bahlil (in a Joint Working Meeting with Commission VI of the DPR RI)," said the Minister of VAT as reported by ANTARA, Thursday, June 13.

Based on the applicable regulations, he continued, Bappenas has the authority to evaluate every program in the government with the standards of Governance Risk Compliance (GRC).

With a GRC perspective, the 2025 RKP will measure the type and level of risk (risk appetite) in each development agenda.

"So now with the GRC instrument we can also say 'oh yes, no, this is it'. In case he (a certain ministry budget) increases, we can reduce it if possible. We are also thinking that capital expenditures may no longer need to be in the APBN," said Suharso Monoarfa.

On Tuesday, June 11, the Minister of Investment/Head of the Investment Coordinating Board (BKPM) Bahlil Lahadalia asked for an increase in the budget for the Ministry of Investment of IDR 681 billion for 2025.

With an inadequate budget, he said, it will be difficult to reach the 2025 RKP which has been determined by the Ministry of Finance and the Ministry of National Development Planning/Bappenas.

The RKP talks about the nominal figure and this affects our economic process in 2025. How can the investment target be increased by Rp1,850 trillion, the budget is lowered. From the target of Rp1,400 trillion in 2023 with a budget of more than Rp1.2 trillion, now the target is increased and the budget has decreased to more than Rp600 billion," said the Head of BKPM.

Bahlil hopes that members of the House of Representatives (DPR) can summon Finance Minister Sri Mulyani and VAT Minister Suharso Monoarfa to explain the budget reduction.

He also asked the RKP for the Ministry of Investment to be corrected to Rp800 trillion.

"I suggest to the leadership, we just revise the RKP from Rp1,850 trillion to Rp800 trillion, because that's the rationalization I made with my team. So I apologize, I don't want to make my staff a scapegoat in the meeting later," he concluded.
