PLN Overcomes Rooftop PLTS Unstability With Quota System

JAKARTA - PT PLN (Persero) overcomes the instability of the Roof Solar Power Plant (PLTS), which is easily affected by weather conditions, with a quota system.

"What is the purpose of the quota for? The goal is how strong our system is, or in other words the power of the system's power index, to support fluctuations ( Rooftop PLTS), up and down," said PLN Retail and Commerce Director Edi Srimulyanti in Jakarta, quoted from Antara, Tuesday, March 5.

He made this statement when giving a presentation at the event entitled "Socialization of the Regulation of the Minister of Energy and Mineral Resources No. 2 of 2024 concerning Roof Solar Power Plants Connected to the Electricity Network of Electric Power Holders for Electric Power Supply Business Permits for Public Interest".

On this occasion, he explained the intermittency conditions of the Cirata Floating PLTS. As for what is meant by intermittency, namely the production of solar and wind power plants which are still dependent on weather factors.

When the weather conditions are sunny and stable, Srimulyanti said, the shape of the curve of the resulting power can be predicted easily, namely climbing from 07.00 a.m. local time, peaking at 12.00 p.m., before decreasing until sunset.

Unpredictable, he continued, when the weather conditions were abnormal, such as the weather which was originally sunny, then came dark clouds accompanied by sudden rain.

"This causes a relatively extreme power reduction of up to 95 percent within 5 minutes," he said.

If this extreme decline is not balanced with other power plants belonging to PLN that can become a buffer, the system will be "collapsed".

"This will cause disturbance or blackout," said Srimulyanti.

Therefore, the Roof PLTS development quota will be applied to the owners of the Rooftop PLTS connected to PLN.

This policy aims to maintain the quality of PLN's electricity distribution to Rooftop PLTS customers, so that PLN can support electricity when extreme power decreases due to uncertain weather.

"We will calculate the quota per system, so this also doesn't disturb other customers," Srimulyanti said.

The quota provisions have been contained in the Minister of Energy and Mineral Resources Regulation Number 2 of 2024, which was previously not contained in the Minister of Energy and Mineral Resources Regulation Number 26 of 2021 concerning the Use of the Rooftop PLTS System by PT PLN (Persero) Consumers.

Not only PLN, the holders of other Electricity Supply Business Permits for Public Interest (IUPTLU) also implemented the quota system.
