JAKARTA - The Center for Budget Analysis (CBA) assesses that the performance of the DKI Jakarta Water Resources Service (SDA) has not been optimal in anticipating and managing flood problems. The assessment was delivered following the still widespread puddle points during high rainfall in recent weeks which has an impact on congestion and the activities of residents in various areas of Jakarta.

CBA highlighted the large budget that the DKI Jakarta Provincial Government had allocated for flood control, ranging from the procurement of pumps, drainage management, to the construction of supporting infrastructure. However, according to CBA, the size of the budget is not proportional to the results in the field, because the number of flood points tends to increase in the last three years.

CBA Executive Director, Uchok Sky Khadafi, assessed that the current drainage system is not yet able to accommodate extreme rainfall, so that flooding still often occurs in a number of strategic areas.

"The rainfall since January 22 has caused dozens of puddles, including on Jalan Daan Mogot, West Jakarta, as well as several areas in East Jakarta and other locations. This condition triggers traffic jams, evacuations of residents, and even reportedly caused casualties," said Uchok in front of the KPK Building, Tuesday, February 11, 2026.

Based on these conditions, CBA encourages the Corruption Eradication Commission (KPK) to follow up on reports related to alleged irregularities in the use of drainage project budgets and the procurement of pumping stations at the DKI Jakarta Water Resources Office in the 2025 fiscal year.

"We ask the KPK to investigate the Head of the DKI Jakarta Land and Building Service, Ika Agustin Ningrum, to be questioned for alleged corruption in the use of the budget for these projects which we have reported," said Uchok.

In addition to the KPK, CBA also asked the Governor of DKI Jakarta Pramono Anung to conduct a thorough evaluation of the performance of the SDA Service, including considering the change of leadership of the service if it is considered incapable of resolving the recurring flood problem.

CBA also questioned the effectiveness of using flood control budgets, which are quite large. In 2025, the DKI Jakarta Provincial Government allocated a flood control budget of Rp. 5.6 trillion. However, according to CBA, flooding still occurs in many areas.

"With such a large budget, the results are not yet optimal. Meanwhile, in 2026, the flood control budget will actually fall to Rp. 3.64 trillion. If the management is not improved, we are worried that Jakarta's condition could get worse," said Uchok.

CBA urges that the report of alleged corruption in the DKI Jakarta Regional Agency for Natural Resources and Environment be immediately followed up seriously, to ensure that the use of public funds is transparent and targeted.

"The point is, we ask the governor to immediately conduct a firm evaluation, and the KPK acts quickly to follow up on the alleged corruption report," concluded Uchok.
