CMNP Toll Consensitivity Is Considered Potential To Occur Corruption

JAKARTA - The extension of the toll road concession in the city of Jakarta by PT Citra Marga Nusapala Persada (CMNP) is considered to have the potential to cause criminal acts of corruption which causes state losses to reach tens of trillions.

Therefore, transparency needs to be done in order to avoid this.

It is known that the Cawang 'Tanjung Priok, East Ancol, and Jembatan Tiga' Pluit toll roads should end in March 2025. However, it will be extended for the next 35 years.

Indonesian Audit Watch (IAW) Founder Secretary Iskandar Sitorus said the findings of the Audit Report (LHP) of the Supreme Audit Agency (BPK) showed indications of considerable state losses.

"We believe that the Attorney General's Office is qualified to carry out investigations into the findings of the BPK LHP which tend to harm the state for a minimum of IDR 15 trillion. Then the maximum figure is IDR 25 trillion," said Iskandar, Thursday, September 11.

Not only that, IAW also highlighted the alleged arrears in late fines of Rp320 billion from CMNP which were deemed unpaid.

"We encourage a transparent audit, so that the public knows clearly how state assets are managed," said Iskandar.

Previously, the Supreme Audit Agency (BPK) also recommended that the concession extension be evaluated, because it was considered not through a comprehensive audit.

Report on the results of the BPK examination Number 17/LHP/XVII/05/2024 also emphasized the need for a thorough audit of CMNP's performance.

The government was also asked to immediately take over toll operations to avoid further losses.

Meanwhile, the AGO is investigating the alleged corruption in the extension of the Cawang-Pluit Toll Road concession by PT Citra Marga Nusaphala Persada (CMNP) Tbk. This investigation is related to the management of the Cawang 'Tanjung Priok' East Ancol 'Tiga Bridge/Pluit whose concession ends March 31, 2025, but has been given an extension in June 2020 without an auction.

The investigation warrant was issued on July 11, 2025. Meanwhile, a summons to a number of CMNP directors was sent on August 29, 2025.
