Limited PAD, Cirebon Regency Government Implements CSR Perda To Be More Right On Target

CIREBON - Cirebon Regency Government (Pemkab), West Java, has begun implementing Regional Regulations (Perda) on Social and Environmental Responsibility (TJSL/CSR) to regulate the distribution of corporate social programs to make them more focused and beneficial for the community.

The Regent of Cirebon Imron said that the regional regulation ratified by the DPRD in August 2025 became the legal basis so that local governments could direct the use of CSR funds according to real needs in the field.

"With this CSR Perda, we can be more involved in managing and directing the CSR program from the company. Hopefully, development in Cirebon Regency can be helped," said Imron in Cirebon, Antara, Sunday, September 7.

According to him, the implementation of the CSR regional regulation is very important because the limitations of local revenue (PAD) have prevented a number of development and social programs from being carried out optimally. CSR funds can be an additional instrument to support the priority sector in Cirebon.

Our PAD is limited, so there are still many programs that have not been touched. With this regional regulation, CSR can be directed at things that are really needed by the community," he said.

Imron explained that the regional regulation gives the authority for local governments to determine the needs of priority programs that can be supported by CSR funds. The mechanism is that the government proposes a program, while companies implement it.

"For example, in Pabedilan, there are many companies but damaged roads. Local governments can propose that CSR be used to build roads there," he said.

In addition to infrastructure, CSR can also be realized in the form of social assistance, for example distributing basic necessities to underprivileged communities. However, the company remains the party that buys and distributes the aid.

"CSR funds do not enter the local government, but are directly realized by the company. The government only proposes, determines the location, and oversees its implementation," he said.

Imron emphasized that this management model will make the CSR program more transparent, on target, as well as avoid potential misuse of funds. The regional regulation is also the basis for imposing sanctions for companies that do not carry out CSR obligations.

"The point is, this regional regulation is here so that CSR governance is more directed, transparent, and has a real impact on the development of Cirebon Regency," said Imron.
