The Bali Provincial Transportation Agency (Dishub) immediately issued a circular containing regulations regarding vehicles with police numbers (nopol) outside Bali (non-DK).

Head of the Bali Transportation Agency, IGW Samsi Gunarta, said the move departed from the many problems ranging from the rampant number of vehicles outside Bali circulating on the road to local communities who protested about their employment opportunities were taken by migrants with non-DK plate vehicles.

"We will issue a circular to emphasize the rule, actually the rules exist but indeed in the rules what the sanctions are, it is not clear," he said as quoted by ANTARA, Wednesday, February 19.

It is known in the Regional Regulation (Perda) of Bali Province Number 4 of 2016 concerning the Implementation of Road Traffic and Transportation, in Article 16, the Governor organizes traffic restrictions for the benefit of traffic needs management.

There, it is regulated regarding the registration of vehicles outside Bali that have been operating for three months, while the current condition is that vehicles outside Bali enter for work needs and never change the police number to DK so that it is difficult to record and do not pay taxes for Bali.

Therefore, one of the points included in the Bali Transportation Agency circular is the prohibition of companies operating in Bali from carrying vehicles from outside Bali.

"We are trying to reduce (non-DK police number vehicles), we make sure all companies operating in Bali, including transportation, logistics, tourism companies, he must use vehicles with Bali numbers," said Samsi.

"That's what we are preparing now, I have prepared it, hopefully, the Governor will be able to immediately sign the circular," he continued.

It is known that the problem of the dense number of vehicles with non-DK plates entering Bali has spread to other issues, namely conventional tourism drivers who find outside vehicles actually become online motorcycle taxis and pick up tourists in any place.

The public's desire to stop the entry of non-DK plate vehicles to Bali has emerged, but this is difficult to do.

According to him, before 2018 this issue had emerged, but it was difficult for local governments to monitor restrictions on vehicles outside of Bali, especially strengthened by the rule that Indonesian citizens have the right to exist in all parts of Indonesia.
