Aryanto Sutadi: From The Beginning The Police Became A Source Of Custody
JAKARTA - Expert Advisor to the National Police Chief, Inspector General of Police (Ret.) Aryanto Sutadi assessed that public criticism of the National Police institution had occurred since time immemorial until now. Even Aryanto said that the National Police institution was often a source of ridicule.
"I saw the ups and downs (images) of the police. But when compared, the police have always been a source of ridicule," Aryanto said while talking to Eddy Wijaya on the EdShareOn podcast which aired on Wednesday, May 14, 2025.
According to Aryanto, criticism of the National Police institution does not only come from ordinary people, but also from national figures such as the Coordinating Minister for Political, Legal and Security Affairs, for the 2019-2024 period Mahfud MD. For example, Mr. Mahfud likens the loss of cows. There has always been like that in the past. If in the past we lost goats, reported, even lost cows," he said.
Mahfud's question about the loss of cattle was once conveyed in a podcast addressing legal issues in Indonesia which is quite complex. The chairman of the Constitutional Court for the 2008 '2013 period made an analogy that if residents reported to the police about the loss of one cow, he would spend 5 cows.
Aryanto said that the criticism was natural because of the many actions of police personnel who did not reflect themselves as law enforcers. "In the past, my seniors were given examples of behavior that was not true. So I was, oh my, how come the police are like this, huh? But I'm not surprised," said the graduate of the Law Master at Jayabaya University.
Not only from the actions of police personnel, Aryanto explained, threats to the image of the Police can also be done by the police family. "When I was not yet in the police station, when I was still in Solo, when I registered for the police, I heard (the news) that his son was a police officer playing with a gun if he was arrested (saying) I was the son of a police officer, how come that was the first time? Naughty sir, the police who were guarding were taken, the son of a police official, "said the head of the 2004 Central Sulawesi Police.
Nevertheless, Aryanto emphasized that an assessment of the Police must distinguish 3 perspectives, namely from the institution, its function, and its human beings. From the human beings, there are honest police officers who are dishonest. If the function is, there are 3 main tasks, namely Harkamtibmas, law enforcement and serving the community, is it going well or not? That's where the police are considered good or bad. So if the institution, whether the police are bad is seen from whether the community is satisfied or not?' he said.
The National Police Chief's Expert Advisor, Inspector General of Police (Ret.) Aryanto Sutadi, regretted the actions of the police officers who behaved corruptly. He considered that this action was the main factor in destroying the image of the police in the eyes of the public.
The police must be interested in acting corruptly because they are given great authority. The police are an institution that has great authority, to take action against people, arrest, fine, "he told Eddy Wijaya.
The man who was born in Kebumen, Central Java, October 10, 1951 explained that the great authority possessed by the National Police had an impact on abuse of authority, because police personnel had more opportunities to act inappropriately with their authority. "It's trials, coupled with lack of supervision, automatically," Aryanto said.
Therefore, Aryanto hopes that police personnel will comply with the Tribrata launched by the National Police institution to clean up the image of the police. "But unfortunately in practice. Not all police do that (Being obedient to Tribrata), what coloring is by the elements even though the number is small but once he does bad things, the kindness of the police who are carried out every day is damaged (the police as a whole)," he said.
Reporting from Indexmundi.com, Police Corruption Perceptions Index or Police Perception Index put the Indonesian police at number 18 in the world with an average value of 7.56. This position also places Indonesian police ranked 1 in Southeast Asia. Meanwhile, from the Kompas Research and Development survey released on January 24, 2025, the positive image of the National Police is at 65.7 percent or the lowest among 5 state institutions such as the TNI, Bawaslu, KPU, DPR, and KPK. Meanwhile, from the Civil Society for Police Watch survey released on February 9, 2025, the level of public trust in the Police is still very low, at 48.1 percent.
