To What Extent Is The Report Program For The Vice President Made By Gibran Effectively Giving Solutions?

JAKARTA The breakthrough of Vice President Gibran Rakabuming Raka made the Lapor Mas Vice President program considered a political gimmick. While other observers hope that this program can be consistent, not only warm at the beginning.

A week after the Lapor Mas Vice President program was running. Since its launch on Monday (11/11/2024), this program immediately caught the attention. This can be seen that the enthusiasm of residents in various regions has flocked to the Vice Presidential Palace to convey their complaints directly to the government.

The complaint post is open Monday to Friday at 08.00-14.00 WIB with a quota of 50 complaints per day for those who come directly to the Vice Presidential Palace in the Jalan Kebon Sirih area, Central Jakarta.

In addition to face-to-face complaints, this service also opens complaints via the Whatsapp messaging application to 081117042207.

The high enthusiasm of the public makes the daily quota of complaints at the Vice President's Palace run out quickly. Until the fourth day alone, as many as 296 complaints have been received through this program. The reports received cover various issues, but the majority are related to education, health, and land disputes.

The opening of this public complaint service was initiated by Gibran Rakabuming Raka, who has never been separated from the public spotlight since he ran in the 2024 Presidential Election (Pilpres) accompanying Prabowo Subianto.

Gibran's controversy does not stop there. The eldest son of former President Joko Widodo is also suspected of being the original owner of the Fufufafa account who had shocked him for some time.

In the midst of a number of polemics that approached, Gibran initiated the Lapor Mas Vice President program. This complaint service was announced to the public via Gibran's personal Instagram, @gibran_rakabuming.

However, the Main Expert of the Presidential Communication Office, Prita Laura, emphasized that this public complaint service is a program initiated by the government known to President Prabowo Subianto.

Prita explained that the program that was first introduced by Vice President Gibran Rakabuming Raka was not a personal program from Gibran.

"This is not a private vice president program, this is a government program, which means that the President, the approval and all ministries/agencies under this government are all moving," said Prita.

This program, said Prita, aims to optimize the previously running public complaint channels, such as the National Public Service Complaint Management System (SP4N) Lapor!

Actually, this kind of open complaint was also made by Jokowi when he served as Governor of DKI Jakarta in 2012-2014. Jokowi invited residents to come to DKI City Hall to complain about various problems. Gibran also opened the same service, namely Lapor Mas Wali while serving as Mayor of Solo from 2021 to 2024.

However, the Lapor Mas Vice President program received mixed reactions. Some consider this program to be merely a game, but there are other views that hope that the service will not only give false hopes to the people who have reported it.

Executive Director of Indonesia Political Opinion (IPO) Dedi Kurnia Syah said that the emergence of this program marked Gibran's ignorance regarding the vice president's authority, even potentially over power, preceding the president, as well as regional heads.

"Even this program also has the potential to harm the state in terms of budget, because using resources is not in place," said Dedi when contacted by VOI.

Dedi added that the vice president has no authority other than the President's order or mandate. In addition, complaints to the vice president will also not receive a follow-up considering that the authorities do not necessarily have an obligation to comply with the vice president.

For that reason, according to Dedi, if Gibran has good intentions, he needs to encourage regional heads to open the complaint program, such as Anies Baswedan and Basuki Tjahaja Purnama or Ahok while leading in Jakarta.

"For this reason, Gibran's program is popular and tends to be only for the benefit of political games," he said.

The next question from the Lapor Mas Vice President program is how Gibran follows up on public complaints, considering that reports that come in can be hundreds, even thousands.

Socio-political analyst from the Institute for Security and Strategic Studies (ISESS) Musfi Romdoni said Gibran imitated the sixth President of the Republic of Indonesia Susilo Bambang Yudhoyono (SBY) who also gave his number to the public for those who wanted to vent directly.

However, this complaint post was not effective, given the boom in messages and telephones that entered the SBY number, causing the cellphone to be damaged. In the second period, SBY made an official SMS number which was replied to via automatic message.

"If you use an automatic message, it means that there is no direct interaction there. The policy can be said to be ineffective," he explained.

On the other hand, political communication observer Hendri Satrio underlined five important things that must be considered in running the Vice President's Lapor Mas program. First, is to determine the priority scale that must be prioritized, so that later it can be more effective to run.

"So, my notes, especially how much is the scale going to be, then the second is about coordination," said Hensat, quoted by Antara.

Furthermore, the man who is called Hensat emphasized the importance of this service coordinating in resolving problems reported by the public to existing institutions, especially to President Prabowo.

"Thirdly, don't let it be like a false hope giver. If the community has reported it should be given a solution and there is a solution to the problem, don't just accept the report, then there will be no follow-up," said the founder of the Survey Institute for the Indonesian Public Opinion Discussion and Study Group or KedaiKOPI.

The fourth thing that must be considered, according to Hensat, is being free from Gibran's drama. This means that he does not want the media to appear later just to cover Gibran so that he can be seen running this program. Lastly, what is no less important is consistency.

"Not only at the beginning and the warm ones, but so on," he concluded.
