Regarding The Presidential Regulation On Health Insurance Of The Former Minister And His Family Borne By The State Budget, Stafsus: President Jokowi's Concern

The President's Special Staff Coordinator (Stafsus), Ari Dwipayana, stated that the health insurance from the state granted to members of the Advanced Indonesia Cabinet for the 2019-2024 period was a form of President Joko Widodo (Jokowi)'s attention to his assistants.

This was conveyed by Ari Dwipayana in response to the issuance of Presidential Regulation (Perpres) Number 121 of 2024 concerning Health Maintenance Guarantees for Retired State Ministers signed by President Jokowi on October 15, 2024.

"The Presidential Decree is a form of concern and concern from Mr. President Jokowi for his retired ministers and the Presidential Decree is limited only to members of the 2019-2024 Advanced Indonesia Cabinet," he said at the Jakarta Presidential Palace complex, Friday.

Ari added that President Jokowi's form of concern for cabinet members can be seen in article 11, which states, "The provisions regarding the guarantee of health care for the minister of state and cabinet secretaries who have completed cabinet duties as referred to in this Presidential Regulation apply to the minister of state and cabinet secretaries appointed/assigned to the 2019-2024 government period,".

Ari considered that they deserved the provision of health insurance, considering that during the term of office there were various extraordinary work challenges, such as pandemics, economic crises, and other challenges that were time consuming and stamina.

"The form of attention for ministers who are retired is to provide services for health care, depending on age. If he is under 60 years or two times the period, for those over 60 years of life," he said quoting Article 3 paragraph (3) of the Presidential Decree.

Ari said the use of the state budget in health programs for ministers who have retired is normal and should be borne by government and state-owned hospitals with the aim of maintaining the health of former officials who have served.

"In the regulation, it is not allowed in the private sector or anywhere, let alone abroad. Everything can only be in government facilities, so that's what's different, if you go abroad you can't check it, it's like insurance," he said.

Asked about the amount of premium received, Ari said the more detailed rules were prepared by the Ministry of Finance, the Ministry of State Apparatus Empowerment and Bureaucratic Reform, as well as the Ministry of State Secretariat.

Ari also emphasized that this health guarantee was not granted to the minister of state who was sentenced to a crime based on a court decision that had obtained permanent legal force for committing a criminal act.

In addition, the provision of health insurance is also excluded for ministers who resign because they get court decisions that have obtained permanent legal force for committing criminal acts, as stated in Article 7.
