BIN's Duties And Functions In Maintaining National Security
YOGYAKARTA - The State Intelligence Agency (BIN) is one of the non-ministerial government agencies that has an important role in Indonesia. BIN plays a role in detecting and anticipating things that threaten national security and interests. So what are the tasks and functions of BIN?
BIN is responsible for and carrying out intelligence tasks at home and abroad. In carrying out its duties, BIN will cooperate with various other intelligence agencies at the national and international level. The duties and functions of BIN include various activities whose aim is to gather and process intelligence information.
The duties of BIN as an institution in the intelligence sector have been stated in Presidential Regulation Number 90 of 2012. The following are tasks carried out by BIN:
Coordinate and regulate the intelligence of social leadership security
Based on the Law of the Republic of Indonesia Number 17 of 2011 Article 4, the State Intelligence Agency has a role in carrying out work, efforts, activities, and actions aimed at early detection in order to prevent all forms of action that threaten security.
This role includes precautions, deterrence, and countermeasures against various threats that can arise and threaten national interests and security.
According to the provisions listed in Article 5 of the same Law, BIN has the task of assessing, detecting, analyzing, identifying, interpreting, and conveying all information related to intelligence in order to maintain state security.
In addition, BIN is also tasked with providing early warnings to anticipate various possible threats, both potential and real, that can threaten the existence and safety of the nation and state, and take advantage of opportunities for national security and interests.

Quoting from the website of the Indonesian House of Representatives Journal, the first intelligence agency in Indonesia is the Special Agency (BI). This institution is part of the People's Security Agency (BKR). BI was founded in September 1945 and led by Lieutenant Colonel Zulkifli Lubis.
Shortly after his establishment, the Special Agency later developed into a Chusus Military Investigator (PMC) with the aim of monitoring the development of the situation in various regions.
In 1946, the central government based in Yogyakarta formed a State Secret Service (BRANI) under the Ministry of Defense which operationally directly relates to the Commander-in-Chief Sudirman and President Soekarno.
In April 1947, BRANI was restructured to become Ministry of Defense V (KP V). After the independence war was over and the Indonesian government returned to Yogyakarta, KP V was dissolved and replaced by Defense Ministry Intelligence (IKP).
In an effort to improve intelligence coordination in the midst of a situation of rebellion, on December 5, 1958, President Soekarno and Prime Minister Ir. Djuanda through Government Regulation No. 64 of 1958 formed the Intelligence Coordinating Board (BKI).
Then, on November 10, 1959, President Soekarno founded the Intelligence Center Agency (BPI) through Presidential Regulation No. 8 of 1959. BPI is led by Minister of Foreign Affairs Soebandrio.
In 1966, President Soekarno dissolved BPI and formed the National Intelligence Command (KIN) as the highest intelligence agency in Indonesia. The formation of KIN was carried out through Presidential Decree No. 188 of 1966.
In 1967, KIN was upgraded to the State Intelligence Coordinating Board (BAKIN) with Presidential Decree No. 70 of 1967 dated September 29, 1967. During the New Order period, President Soeharto also formed another intelligence network known as Special Operations (Opsus) operating out of control.
In the reform era, BAKIN was later changed to the State Intelligence Agency (BIN) based on Presidential Decree No. 103 of 2001. Since then, several changes have occurred, with the latest regulations regulated in Presidential Regulation Number 79 of 2020.
Those are the duties and functions of BIN as a non-ministerial government institution in Indonesia.
