PKS Concerned Head Of IKN Authority Resigns Ahead Of August 17, Admits Development Far From Target
JAKARTA - Member of Commission V DPR from the PKS faction, Suryadi Jaya Purnama, is concerned that the Head of the Archipelago Capital Authority (IKN) Bambang Susantono and his deputy, Donny Raharjoe, will resign ahead of Indonesian Independence Day on August 17. Moreover, President Joko Widodo wants to hold a flag ceremony at IKN on the commemoration of the 79th Anniversary of the Republic of Indonesia.Suryadi assessed that the resignation of the two top leaders of the IKN Authority would be a major blow on an organizational basis."Although currently the Minister of PUPR Basuki Hadimuljono and Deputy Minister of ATR Raja Juli Antoni have been appointed as Acting Head and Deputy Chief of OIKN, but of course the OIKN organization will still need time to be able to make adjustments to this sudden change," Suryadi told reporters, Monday, June 3.However, seeing the current condition, Suryadi admitted that the development of IKN is still far from the target, both physically and financially. If you look at the 2020-2024 RPJMN, he said, the current IKN development is not in accordance with the plan."That is the duration of 5 years and the cost of Rp. 466.04 trillion from the APBN of Rp. 90.35 trillion, KPBU of Rp. 252.46 trillion, and Business or private bodies of Rp. 123.23 trillion," said Suryadi."The reality that has occurred to date, the total budget disbursed for IKN development until 2024 will reach Rp75.4 trillion or 16.1 percent of the total IKN budget of around Rp466 trillion, while funding through KPBU and pure private investment is still relatively low," he added. Moreover, from 2023 to January 2024, continued Suryadi, the investment that entered IKN was only IDR 47.5 trillion. Namely from the private sector of IDR 35.9 trillion and the rest from the public sector of IDR 11.6 trillion."In fact, it is targeted that the incoming investment will reach IDR 100 trillion by the end of this year," said the legislator for the NTB electoral district. The member of the commission in partnership with the Ministry of PUPR considered that the lack of private interest in the development of IKN also showed the inadequacy of the planning made by the Government. In addition, according to Suryadi, the failure of the Government to bring in private and foreign funding was also seen in the Macro Economic Framework document and Fiscal Policy Principles (KEM PPKF) in 2025 which stated that the raising of support for partner countries for the development of new IKN resulted in 39 (twenty-nine) letter of interest (LoI) in investment cooperation with Singapore, Malaysia and Kazakhstan companies."It needs to be underlined here that this support fundraising is still struggling with LoI so that no single private or foreign investor has disbursed its financing for IKN development, even though there have been groundbreaking projects," he explained. In fact, added Suryadi, the Indonesian government through the Ministry of Finance provides a lot of support or incentives in the form of guarantees and also various other facilities through PP Number 12 of 2023 concerning the Provision of Business Licensing, Ease of Doing Business, and Investment Facilities for Business Actors in the Capital City of the Archipelago."Once again, we ask the Government to re-evaluate the IKN development policy, which until now has not been able to attract investors," he concluded. It is known that the Head of the IKN Authority (OIKN) Bambang Susantono and the Deputy Head of the IKN Authority Dhony Rahajoe compactly resigned just two months ahead of President Jokowi's plan to hold a ceremony to commemorate the 79th Indonesian Independence Day on August 17, 2024 at IKN.The two OIKN officials who were inaugurated in March 2022 have extensive experience in the field of urban planning. Bambang has served as Deputy Coordinating Minister for the Economy for Regional Infrastructure and Development Coordination in the SBY era Government and has also served as Vice-President for Knowledge Management and Sustainable Development of the Asian Development Bank (ADB).
Meanwhile, Dhony Rahajoe, is also not just anyone. His last position at Sinarmas Land was as Managing Director of the President Office and experienced in managing the Bumi Serpong Damai Satellite City (BSD) City in Tangerang, Banten.
