Illegal Parking Polemic: Annoying People In The Midst Of Fantastic Money Turnover

The video recorder who is also the owner of a price vehicle that is pegged for illegal parking is Rp. 150,000. The victim was seen arguing with three men who were perpetrators of extortion.

The DKI Jakarta Transportation Agency confirmed that illegal parking attendants around the Istiqlal Mosque, Central Jakarta, had been arrested.

Head of the DKI Jakarta Transportation Agency (Dishub) Syafrin Liputo in the Rorotan area, North Jakarta, said that his party continues to coordinate with the police to take action against illegal parking attendants at the location.

"So for illegal parking around Istiqlal yesterday, colleagues from the Central Jakarta Police have taken action and have been secured by the person concerned," he said.

According to Nirwono, controlling illegal jukir by the DKI Jakarta Transportation Agency and several other areas is actually not effective in fixing the problem of illegal parking because it has been allowed to thrive for years.

The root of the problem of the emergence of illegal parking is that there are no adequate parking spaces and weak law enforcement.

DKI Jakarta Provincial Regulation Number 5 of 2012 concerning Parking states that every public building and/or intended for activities and/or businesses must be equipped with parking facilities according to the needs of the Parking Room Unit (SRP).

If parking facility providers do not allow providing their own, they can be pursued collectively or together with other nearby buildings.

In addition, the provision of parking facilities must meet the community such as the Regional Spatial Planning (RTRW), traffic safety and smoothness, security and safety of parking users, environmental sustainability, convenience for parking service users, access for persons with disabilities, and meeting minimum SRP.

"So every business entity and local government must provide a parking space, it must be. Because they invite people to come there," said Nirwono Yoga.

"Unfortunately, this obligation is not fulfilled, even the local government building can be seen parking cars spilled over the streets so all illegal parking," he said.

The existence of illegal parking in a number of places makes a sum of money that cannot be underestimated. However, it turns out that the amount of money obtained is not only for the jukir one, but rather flows to community organizations (ormas) and unscrupulous officers.

"Players in this sector involve many parties, ranging from unscrupulous mass organizations and officers as well," said Deputy Chairperson of the Jakarta Citizens Forum (FAKTA) Azas Tigor Nainggolan, quoted by Kompas.

"This condition causes parking problems, especially illegal parking, to continue in Jakarta and other big cities," he continued.

Tigor continued, revenue from illegal parking is not kidding, it can reach hundreds of billions of rupiah per year. This figure is obtained from the average illegal parking rate of Rp. 10,000 assuming 16 thousand SRP or illegal parking points in Jakarta which operate for about eight hours per day.

"If we calculate parking points for only 8 hours of effective parking and one hour on average paying Rp. 10,000, then the income for illegal parking in Jakarta is Rp. 10,000 X 8 X 16,000, which is Rp. 1.28 billion a day, Rp. 38.4 billion a month, and becomes Rp. 460 billion a year," explained Tigor.

Tigor predicts that the amount of illegal parking income in Jakarta can be much greater than simulated. The reason is, the number of illegal parking points in Jakarta today can be more than 16 thousand and the effectiveness can also be more than eight hours, thus affecting the amount of income.

Nirwono Yuga also acknowledged this. He said, many business owners such as cafes or restaurants do not have adequate parking spaces. This is where the gap between the emergence of illegal parking and ironically there is no law enforcement.

"In the end, the illegal fire is not seen as a violation but an opportunity to get money. Rooms that should not be used as parking locations are controlled by certain individuals or mass organizations," said Nirwono Yoga.

"Many illegal parking are controlled by the back of the authorities and mass organizations, why? Because illegal parking produces extraordinary benefits," he concluded.
