475 ASNs Have Not Followed Competency Mapping, BKD Will Immediately Complete This Year
TANJUNG CELLOR A competency mapping test through the CAT system for the North Kalimantan Provincial Government Civil Apparatus (ASN) will continue this year.
The Regional Personnel Agency (BKD) of Kaltara will cooperate with the State Civil Service Agency (BKN) to hold the test.
Head of the Planning and Employee Development Division of the Regional Personnel Agency (BKD) of Kaltara, Yusuf Suardi, said that at the end of 2023 there were 1,904 ASN who participated in the potential assessment (phase two), of 2,375 ASN outside the teaching staff and health workers.
"So there are still around 475 who have not participated in the mapping. Next we will schedule this month, so we don't expect to participate as a whole," explained Yusuf Suardi, Tuesday, February 6.
Of the total results of the previous year's potential assessment, 51 percent of ASN entered the succession plan group. Assuming a full performance assessment according to expectations.
"Later on, the overall results, when they are completed, will be given to the Personnel Guidance Officer (Governor) as material for the report," he explained.
This activity is also carried out in order to realize national talent management and increase the value of the ASN Professionality Index (IPASN) and Norma, Standards, Procedures, and Criteria (NSPK).
The assessment/setting of competence and potential for employees using the CATT-BKN method is needed to strengthen the results of the assessment with a merit system to be implemented.

Previously, the Governor of Kaltara, Zainal Arifin Paliwang, emphasized that there are four generic skills that the State Civil Apparatus (ASN) must have in the Kaltara scope (Pemprov).
Among them, being able to use information, media, and technology skills. Then, add life and career skills.
Next, develop learning and innovation skills. And, have effective communication skills.
Meanwhile, Head of Regional Office VIII of the State Civil Service Agency (BKN), A. Darmuji, revealed that the criteria needed by ASN are to have high discipline and performance. So that it can build all ASN so that they can be placed according to competence.
"We hope that the caltara in their vision and mission will be supported by quality ASN, so it is in accordance with the rules and stages," he said.
According to him, the assessment of potential and competence with the Computer Assisted Competency Test of the State Civil Service Agency (CACT-BKN) is the result of the implementation of the merit system. The goal is to realize superior ASN human resources.
"As we all know, the central government has launched a merit system-based ASN management by prioritizing talent management as a priority activity," he concluded.
