Regarding The Emission Test Ticket Policy, Puan Maharani Chooses To Prioritize Education Over Sanctions
JAKARTA - Chairman of the Indonesian House of Representatives, Puan Maharani, highlighted the plan to implement an emission ticket that will apply in Jakarta to reduce air pollution. He encourages emission tickets, which are still in the testing phase, to prioritize education to the public rather than sanctions for violators.
"It is also important for the Government to ensure that the community is educated in advance against this emission test. This policy is good for reducing air pollution, but it must be accompanied by massive socialization," said Puan, Friday, August 25.
The DKI Jakarta Provincial Government through the Regional Apparatus Work Unit (SKPD) together with the Ditlantas Polda Metro Jaya are currently holding emission ticket trials in four locations in the capital city. This policy was taken to encourage the public to test the emissions of their vehicles in order to overcome the problem of poor air quality.
The trial of ticketing for emission test emissions has started and will be intensively carried out over the next 3 months. Meanwhile, the ticket for the emission test will be massive on September 1 to reduce poor air quality in Jakarta.
In this case, Polda Metro Jaya and the DKI Jakarta Provincial Government use Law Number 22 of 2009 concerning Road Traffic and Transportation as legal umbrellas to ensnare vehicle users whose mounts do not pass the emission test.

The fine for violators for two-wheeled vehicles is a maximum of Rp. 250 thousand and four-wheeled vehicles is Rp. 500 thousand, during the trial of new sanctions in the form of a warning letter. Puan also encouraged the DKI Provincial Government and Polda Metro Jaya to take more approaches to providing lessons to the public.
"Prioritize education and socialization rather than sanctions, because this is a new thing for the community. Moreover, this is related to lifestyle issues," continued Puan.
Puan said that socialization and education about poor emissions for the environment is very important so that people can have awareness. Considering that the largest contributor to air pollution in Jakarta is caused by motor vehicle smoke that does not pass the emission test.
"Submission of clear and easy to understand information will help the public understand why emission tests are important and how it can contribute to efforts to protect the environment," explained Puan.
In addition to massive education and socialization, the former Coordinating Minister for Human Development and Culture also emphasized the importance of increasing the number of free emission test services for the community. With this service, said Puan, the public will be more aware of the condition of vehicles that allow polluting the environment.
The cost of emission testing for four-wheeled vehicles independently ranges from Rp. 150 Thousand to Rp. 200 Thousand. For free, vehicle emission test services are considered to be able to boost the enthusiasm of the community so that vehicle emission tests will later become commonplace things that are ready for the community to carry out.
With the policy of ticketing emission tests and WFH rules for DKI Jakarta ASN, Puan believes that the air quality in the capital city can improve immediately and be safe for the community. Especially for children, who are vulnerable to exposure to air pollution so that they are susceptible to disease.
