The Horror Of Capital's Traffic Jams Getting Worse, DKI Asks Companies To Adjust Working Hours

JAKARTA - The DKI Transportation Agency handed over working hour regulations independently to each company or institution to break down traffic jams during the capital city's rush hour.

"We leave it to each entity and we urge you to arrange working hours independently," said the Head of DKI Transportation Agency, Syafrin Liputo in Jakarta, Thursday, February 16, quoted by Antara.

The working hours that have been implemented by the DKI Provincial Government can be an example to break down traffic jams because working hours have been adjusted to the transition period of the COVID-19 pandemic.

In 2022, the working hours of state civil servants (ASN) within the DKI Jakarta Provincial Government start at 07.30 WIB.

However, adjusting to the transition period of the COVID-19 pandemic, ASN working hours will be 08.00 WIB starting in 2023.

The provisions for changing working hours for ASN Pemprov DKI are regulated through Circular Letter Number 1 of 2023.

This provision replaces Circular Letter Number 10 of 2022 which previously provided work from home (WFH) and work from office (WFO) options.

In the latest 2023 regulations, there is no change in working hours from Monday to Friday.

Setting ASN working hours Monday-Thursday from 08.00 WIB to 16.00 WIB with breaks starting at 12.00-12.30 WIB.

Only the break hours on Friday have changed from 11.45 WIB to 12.45 WIB.

Previously, rest hours were on Friday from 12.00-13.00 WIB with working hours on Friday starting at 08.00-16.30 WIB.

"So, it means that there have been adjustments that we hope can also be followed by other 'stakeholders' so that there is distribution (density)," said Syafrin.

The DKI Transportation Agency has held focused discussions to discuss the working hours' regulations, the results of which are submitted to each entity or company.

The reason, he said, is that many workers in Jakarta come from buffer zones, so the DKI Provincial Government cannot decide on working hours alone.

"So that the regulation of working hours cannot be carried out solely by the DKI Jakarta Provincial Government. Therefore, we leave it to each entity," he said.

Previously, Metro Jaya Police said that in the first quarter of 2022, the level of congestion in Jakarta would reach around 48 percent.

Meanwhile, the congestion index in Jakarta is currently estimated to have reached above 50 percent as the COVID-19 pandemic is under control and the community activity restrictions (PPKM) are lifted.

Based on data from Metro Jaya Police, the number of vehicles passing in DKI Jakarta is estimated to reach around 22 million units per day.
