Latest Instructions From The Minister Of Home Affairs For The Continuation Of PPKM Java-Bali November 30- December 13

JAKARTA - Minister of Home Affairs (Mendagri) Tito Karnavian has again issued the latest instructions regarding the continuation of the implementation of restrictions on community activities (PPKM) for the Java and Bali regions.

Minister of Home Affairs Tito Karnavian in Inmendagri Number 63/2021 explained that the instruction was valid from November 30, 2021, to December 13, 2021.

The instruction was issued following up on the direction of the President of the Republic of Indonesia who instructed him to implement Level 3, 2, and 1 PPKM COVID-19 in the Java and Bali regions.

"To complete the implementation of PPKM, which optimizes the COVID-19 handling posts at the village and sub-district levels to control the spread of COVID-19," the Ministry of Home Affairs wrote.

In the first instruction aimed at governors in Java-Bali, namely regulating a number of regions, namely regencies and cities with zones level 1 to 3.

All areas in DKI Jakarta at this time have the status of level 2 from the Minister of Home Affairs Instructions (Inmendagri). The city districts in Banten Province are partly at level 2 and some are at level 3.

West Java Province, namely Cirebon City, Pangandaran Regency, Banjar City, the status of PPKM is level 1. Meanwhile, Kuningan Regency and Cirebon Regency are at level 3, while other areas are at level 2.

For Java Province, namely the City of Tegal, Semarang, Salatiga, Magelang, Kendal Regency, Semarang Regency, Grobogan, Demak Regency, it is at level 1.

The district area of the city of DI Yogyakarta and also the Province of Bali in this instruction is at level 2.

Then, East Java Province, city districts with level 1 criteria, namely Sidoarjo, Magetan, Jombang, Banyuwangi, Lamongan, Gresik, Surabaya City, Mojokerto City, Madiun, Kediri, Blitar, and Pasuruan City.

Regions with a level 2 PPKM category are Tulungagung, Trenggalek, Pacitan, Ngawi, Madiun, Lumajang, Kediri, Blitar, Tuban, Probolinggo, Malang, Batu City regencies. While other areas are in the PPKM level 3 zone.

The determination of the regional level is guided by the indicators for adjusting public health efforts and social restrictions in dealing with the COVID-19 pandemic set by the Minister of Health.

Then, the indicator is also based on the total achievement of dose 1 vaccination and dose 1 vaccination for seniors over 60 years of age from the vaccination target with provisions.

A decrease in the district-city level from level 3 to level 2, with indicators of total achievement of dose 1 vaccination of at least 50 percent and attainment of dose 1 of vaccination for seniors over 60 years of at least 40 percent.

Then, the reduction in the district-city level from level 2 to level 1, with a minimum total achievement of vaccination dose 1 of 70 percent and attainment of dose 1 vaccination for seniors over 60 years of age at least 60 percent.

Based on this level, the Ministry of Home Affairs regulates a number of adjustments to restrictions on community activities, such as teaching and learning activities.

Areas with level 3, 2, and 1 implementation of learning in education units can be done through limited face-to-face learning and/or distance learning.

Based on a joint ministerial decision, for educational units that carry out face-to-face learning is limited, it is carried out with a maximum capacity of 50 percent.

Except for Special Need Schools (SDLB, MILB, SMPLB, SMALB, and MALB) a maximum of 62-100 percent by maintaining a minimum distance of 1.5 meters. Then, pre-school (PAUD) is a maximum of 33 percent by maintaining a minimum distance of 1.5 meters and a maximum of 5 students per class.

Then, for the implementation of non-essential sector activities for level 3 regions, a maximum of 25 percent is applied to work in the office (WFO) for employees who have been vaccinated and are required to use the PeduliLindung application when accessing and leaving the workplace.

Meanwhile, for level 2 regions the implementation of activities in the non-essential sector is enforced by 50 percent, and level 1 regions can apply 75 percent WFO.

For supermarkets, hypermarkets, traditional markets, grocery stores, and supermarkets in level 3 areas that sell daily necessities, operating hours are limited to 21.00 local time with a capacity of 50 percent of visitors.

Meanwhile, areas with level 2 can operate with 75 percent visitor capacity and level 1 areas with 100 percent provisions. Supermarkets and hypermarkets are required to use the Peduli Protect application which has been started since September 14, 2021.

People's markets that sell non-daily necessities in the PPKM level 3 area can operate with a maximum capacity of 50 percent and operating hours until 17.00 p.m. local time.

Meanwhile, those in the Level 2 PPKM area can operate with a capacity of 75 percent with operating hours until 18.00 p.m. Meanwhile, the people's market located in the level 1 area can operate 100 percent.

Places of worship, mosques, prayer rooms, churches, temples, temples, and pagodas as well as other places that function as places of worship can hold congregational religious worship activities.

With the provisions, during the implementation period of Level 3 PPKM with a maximum of 50 percent capacity or 50 people by implementing health protocols more strictly by paying attention to technical provisions from the Ministry of Religion.

Then, regions that apply Level 2 PPKM, with a maximum of 75 percent capacity or 75 people. Then regions with level 1 can apply conditions of a maximum of 75 percent of capacity with more stringent health protocols.

Furthermore, the provisions for the implementation of wedding receptions at level 3 areas can be held with a maximum of 25 percent of the room capacity and do not hold meals on the spot.

Areas with level 2 status, the provisions for the implementation of wedding receptions can be held with a maximum of 50 percent, while at level 1 it can be with a maximum of 75 percent of the room capacity.

Meanwhile, the requirements for domestic travel using private cars, motorbikes, and long-distance public transportation (airplanes, buses, ships, and trains) are in accordance with the provisions, now regulated by the National COVID-19 Task Force.

Inmendagri 56/2021 also regulates entry restrictions for international passenger travel. The condition is that air entry is only through Soekarno Hatta Airport, Ngurah Rai, Hang Nadim, Raja Haji Fisabilillah and Sam Ratulangi.

The entrance via sea transportation in the Province of Bali and the Province of the Riau Islands can use a cruise ship (cruise) and a sailing ship (yacht).

The technical arrangements are further regulated by the Ministry of Transportation, the COVID-19 Task Force, and the relevant ministries and agencies.

The Minister of Home Affairs also instructed governors to immediately distribute vaccines to regencies and cities and not to hold them as reserves (stocks) in the provinces when receiving vaccine supplies from the Ministry of Health.

Governors, regents, and mayors are instructed to prohibit any form of activity that can cause crowds.
