JAKARTA - Deputy Chairman of Commission II of the DPR Syamsurizal said that the Draft Law on Amendments to Law Number 5 of 2014 concerning State Civil Apparatus (ASN) is almost certain to be a substitute for law.

"We have almost confirmed that this is a substitute for the law," said Syamsurizal at the ASN Bill Working Meeting with the agenda of discussing the Problem Inventory List (DIM) of the ASN Bill at the DPR building, Jakarta, as reported by ANTARA, Monday, August 28.

Because, he said, the formulation of the revision already covers almost half of the articles contained in the ASN Law.

"Currently we have also received a glimpse of the fact that there has been a change of more than 50 percent," he said.

Syamsurizal said that based on the Law on the Establishment of Legislation, it is more appropriate to call it a replacement.

"If we change the existing article, it's more than 50 percent, it's just a name, not a change, but a replacement," he said.

Syamsurizal said the changes in the process of formulating the revision of the ASN Law also included substantial things, departing from responding to the dynamics of the times.

"That's why the existence of this law is not only to make changes or substantive matters, including the issue of digitization," he said.

However, he emphasized that his party will conduct a complete discussion regarding the term amendment or replacement of the revision of the ASN Law at the next meeting, which will later be determined by the working committee (Panja) of the ASN Bill.

"Whether this will be a replacement or a change, later there will be a Panja that will determine this is a replacement," he said.
