DPRD Rejects The Wishes Of Acting Governor Of DKI Heru Budi To Apply For IDR 1 Trillion PEN Fund To Build RDF Plant

JAKARTA - Acting Governor of DKI Jakarta Heru Budi Hartono wants to apply for a loan from the central government's National Economic Recovery (PEN) program worth IDR 1 trillion for the construction of the Refuse Derived Fuel (RDF) Plant.

The DKI Provincial Government has also asked the DPRD for permission to apply for a PEN loan for the waste processing project into energy. However, the DPRD did not allow it.

The DPRD's refusal to apply for this loan was disclosed by a member of Commission C for Finance of the DKI Jakarta DPRD, Wibi Andrino, after a joint leadership meeting that discussed this matter.

"The DKI Jakarta Provincial Government has applied for a loan of IDR 1 trillion for the manufacture of RDF. We certainly refuse," said Wibi at the DKI Jakarta DPRD building, Central Jakarta, Friday, August 18.

Wibi admitted that he was surprised why the DKI Provincial Government had just reported the budget needs for the RDF Plant development to want to borrow PEN funds at this time. In fact, the DKI DPRD Budget Agency (Banggar) has finished discussing the draft amendment to the 2023 APBD.

"Banggar discussion yesterday why didn't you say why it's only now? What's going on? We're wondering. If the shifts are like this, talk to the Banggar," said Wibi.

Then, the DKI Provincial Government has also not provided an explanation regarding the projected construction of waste processing facilities in the future.

Heru Budi did decide to cancel the construction of the Intermediate Treatment Facility (ITF) and switch to focus on developing RDF Plant. However, it turns out that this has not been communicated to the DPRD.

"The DKI Jakarta Provincial Government has not explained exactly what kind of waste processing road it is? From upstream to downstream, now the orientation is only downstream, talking about where Bantargebang is shrinking its garbage. But how far is the user?" he said.

Meanwhile, the chairman of the DKI Jakarta DPRD, Prasetyo Edi Marsudi, said that the members of the council asked the DKI Provincial Government to seek other funding sources because they did not allow the application for a PEN loan from PT Sarana Multi Infrastruktur (SMI) through the central government for the RDF Plant project.

"In the Rapimgab discussion, we and our friends agreed that we would not borrow any more money from PT SMI, the maximum money was inside. (Proyek) what is not a priority, just use the budget first," explained Prasetyo.
