TNI Puspom Indirectly Holds Kabasarnas Because The KPK Has Not Reported It

The Commander of the Central Military Police (Danpuspom) TNI Marsda R. Agung Handoko said the Head of the National SAR Agency (Kabasarnas), Marshal TNI Henri Alfiandi, had not been detained even though he was a suspect. The reason is that the Corruption Eradication Commission (KPK) officers who made the arrests did not report. "KPK colleagues who made arrests have not made a report to us as investigators within the military," Agung said at a press conference in Jakarta, Friday, July 28. Agung explained that the legal process at the TNI Puspom was only running when there was a report to the police. Thus, they did nothing when the KPK handed over the Kabasarnas Administrative Coordinator (Koorsmin) Lt. Col. Afri Budi Cahyanto as a suspect. It did not stop there, Afri's submission was said to be without evidence because it was brought by the KPK. "So the status of Lt. Col. ABC, which was handed over at that time, was just a deposit," he said. Even so, Agung said that the KPK had now officially reported to the police today at around 10.30 WIB. So, they will immediately move. "After we re-investigate, of course, with sufficient evidence, we will increase it to or enter the investigation process and we will determine it as a suspect," he explained. "But the mechanism for determining as a suspect is the authority of the TNI according to the applicable law," continued Agung. As previously reported, Henri was named a suspect in the aftermath of a hand arrest operation (OTT) in Cilangkap, Jakarta and Jatisampurna, Bekasi on Tuesday, July 24. Henri allegedly earned command funds of up to IDR 88.3 billion. The money was pocketed by private parties who wanted to work on projects at his institution from 2021-2023. The receipt of the money is said to be an anti-corruption commission carried out by Henri through Koorsmin Kabasarnas Afri Budi Cahyanto. Apart from Henri and Afri, the anti-corruption commission also determined three private parties who gave money during the silent operation. They are the President Commissioner of PT Multi Grafika Cipta Sejati Mulsunadi Gunawan, President Director of PT Intertekno Grafika Sejati Marilya, Managing Director of PT Kuntung Abadi Utama Roni Aidil.

This case began when Basarnas carried out several projects in 2023. The first project is the procurement of debris victims detection equipment with a contract value of Rp9.9 billion. Second, the public safety diving equipment procurement project with a contract value of Rp. 17.3 billion. Finally, the procurement of ROV for KN SAR Ganesha is worth Rp. 89.9 billion.
