DKI DPRD Members Ask Heru Budi To Open Access To E-budgeting Which Has Been Closed Since The Anies Era

JAKARTA - There was an interruption from DKI Jakarta DPRD member Bambang Kusumanto in the plenary meeting of the DKI Jakarta DPRD regarding the delivery of the Governor's Acting address to the Raperda for Accountability for the Implementation of the 2022 APBD. In its interruption, Bambang urged the Acting Governor of DKI Jakarta Heru Budi Hartono who was also present to open access to monitoring the preparation of the APBD in the e-budgeting system. "I respectfully request that this can be resolved for our common interest so that my fellow members of the council, including me, can also monitor, especially the aspirations of the citizens of Jakarta that we are fighting for through recess," said Bambang at the DKI Jakarta DPRD building, Thursday, July 20. Bambang emphasized that in carrying out the supervisory function, the board members have the right to get access to monitor the budgeting system. However, he regretted that the access was closed by the DKI Provincial Government. In fact, according to Bambang, other local governments have since the beginning opened access to e-budgeting for council members to monitor. "We know that until now we have never been given access to passwords to be able to monitor this. In fact, in other local governments in Bogor, in Bandung, in Cirebon, even. In fact, in Tegal they have been doing that for a long time," explained Bambang. Bambang also admitted that Commission A of the DKI Jakarta DPRD often asks the DKI Jakarta Communication, Information and Statistics Agency (Diskominfotik) and the DKI Regional Development Planning Agency (Bappeda) to provide accounts and passwords to be able to monitor this APBD system. "Every year if commission A has a meeting with Bappeda, with Diskominfo, they always promise access, but never give it," he said. The e-budgeting system itself was launched since the leadership of Basuki Tjahaja Purnama (Ahok) as Governor of DKI. Changing leadership to the Anies Baswedan era, the e-budgeting system had made a scene for the public. There were irregularities in the budgeting system because it was listed on the budget ceiling for the procurement of blackboard glue amounting to Rp 82.8 billion and a penbolpoin of Rp123 billion in the planned General Budget Policy and the Priority of the Provisional Budget Ceiling (KUA-PPAS) DKI 2020. As a result of this problem, Anies closed access to e-budgeting monitoring on the grounds of improving Ahok's legacy budgeting system. However, Bambang admitted that he did not know what the reason the DKI Provincial Government had yet to provide access to e-budgeting, which had previously caused this problem.

"E-budgeting hasn't been long, since Pak Ahok's time. Since the time of Mr. Anies' e-budgeting, it has been implemented. But what I have questioned is that our access has never been given. I don't know why. This is just a conjecture, maybe there are intentional factors or factors that don't want to open," he added.
