Location Of Strategic Plumpang Depo, Observer Suggests DKI Provincial Government To Select Relocation Of Residents To Manggarai Flats

JAKARTA - BUMN observer from the University of Indonesia (UI) Toto Pranoto assessed that the transfer of the Pertamina Plumpang Depot in North Jakarta was not an ideal choice. That's because the location of the depot is considered very strategic.

"The position of the Plumpang Depo is ideal and strategic because it is close to Tanjung Priok Port and access roads in the city. This means moving (TBBM) to other locations is not an ideal choice," Toto said in his statement, Thursday, March 30, as reported by Antara.

Related to this, Toto suggested that the DKI Jakarta Provincial Government (Pemprov) could take advantage of vacant rusunawa, such as in Manggarai and Pulogebang as a means of relocating Plumpang residents.

"Similar practices have been carried out, for example for the relocation of former residents of the Ciliwung River drain. So, this is an alternative that can be done," he said.

Toto said Pertamina cannot be alone in arranging the "buffer zone" in various national vital objects (obvitnas) owned.

According to Toto, Pertamina needs support and must coordinate with various parties, including ministries/agencies (K/L) and local governments.

"Traffic coordination between K/L and local governments is very important to maintain the safety of these vital assets," said Toto.

For the Plumpang Fuel Oil Terminal (TBBM), for example, Toto said that one of the supports needed was from the local government.

In this case, he said, Pertamina, supported by the DKI Jakarta Provincial Government, acquired residential land. Thus, the position of the Plumpang Depot is more sterile.

In addition to the support of local ministries/agencies and governments, he said, the support of law enforcement officers, such as the Attorney General's Office and the Corruption Eradication Commission (KPK) is needed, especially in terms of supervision.

"In the future, surveillance aspects can certainly cooperate with law enforcement officers such as the AGO and the KPK," said Toto.

Regarding the need for support, he explained, Pertamina previously conveyed. According to the SOE, in structuring the "buffer zone", Pertamina requires the support of a number of agencies, including the Ministry of SOEs, the Ministry of Energy and Mineral Resources, the Ministry of ATR/BPN, the TNI/Polri, the Attorney General, the KPK, and the DKI Provincial Government.

Support from the Ministry of SOEs, for example, is needed regarding approval in building a buffer zone, while the support from the Ministry of ATR/BPN is to ensure the status of the land and location that will be used as a buffer zone as an open space.

Likewise with the TNI/Polri, he said, the support needed is to create conditions for the land clearing process, while the AGO/KPK for assistance provides compensation/kerohiman to affected residents.

These various supports, he added, are of course based on the existing legal umbrella.

Support from the DKI Provincial Government in leading land emptying, for example according to Presidential Decree No. 62/2018 concerning Handling the Social Impact of Social Affairs in the Context of Provision of Land for National Development and Perpu No. 22/2022 concerning Job Creation.
