West Papua Optimizes Digital-Based Regional Expenditures And Supervision To Prevent Corruption

WEST PAPUA - West Papua Provincial Government (Pemprov) optimizes the implementation of digitalization or electronic systems to prevent corruption within the scope of the local government bureaucracy.

Acting (Pj) Regional Secretary of West Papua Province Dance Sangkek explained, this electronic system has changed the way local government (Pemda) expenditure transactions from cash to digital-based.

"The implementation of this system [electronization of regional government transactions (ETPD)] has a positive impact on regional financial governance which is more transparent and accountable and this is part of bureaucratic reform and governance," said Dance in Manokwari, Wednesday, May 24, quoted by Antara.

According to him, the implementation of the electronic service provides convenience in controlling budget management in all regional apparatus organizations (OPD).

"The program planning or budget proposals from each OPD are carried out through the regional development information system (SIPD), and the regional financial management information system (SIKD)," he said.

In addition, he continued, the capacity of the government's internal control apparatus (APIP) continues to be increased so that supervision can run according to expectations, and governance using this electronic system is controlled nationally.

Dance also said that currently the West Papua Provincial Government has stopped the method of allocation of social assistance in cash and was replaced with non-cash.

"The application of electronification is not only carried out at the level of the provincial government, but also seven districts in West Papua. Therefore, also the assistance is now through an account so that there is no misappropriation of the budget," said Dance.

He explained that the transformation of budget management is the mandate of Presidential Regulation Number 95 of 2018 concerning the electronic-based government system (SPBE), in order to realize excellent public services.

"However, the implementation of the local government's financial electronification system requires support for telecommunication infrastructure throughout West Papua. It's just that there are districts that are hampered by telecommunications accessibility," he said.
