JAKARTA - The series of implementations of the AIPA General Assembly or ASEAN Inter-Parliamentary Assembly 2023 will be held on 5-11 August 2023 in Jakarta. This year, the DPR RI has the mandate to serve as Chair of AIPA with the vision of 'Responsive Parliament for a Stable and Prosperous ASEAN'.

Chairman of the Inter-Parliamentary Cooperation Agency (BKSAP) Dr. Fadli Zon emphasized that Respondive, Stable, and Prosper, are the three keywords for AIPA chairmanship this year. By carrying this spirit, AIPA encourages ASEAN to be more flexible and adaptive in responding to the dynamics that occur in the region.

The holding of the 44th AIPA is a manifestation of the DPR RI's active role in carrying out the role of parliamentary diplomacy. Indonesia's role as a natural leader in the Southeast Asia region will provide a strategic force boost for ASEAN in facing global and regional challenges that continue to grow.

"Currently, every region, including ASEAN, is faced with the phenomenon of shifting paradigms, shifting views especially from leaders of countries in the world in assessing the global and regional strategic environments."

That's why, especially in ASEAN, the challenges faced become more difficult. On the one hand, each member country has a domestic probolem that must be overcome. On the other hand, there are external challenges that potential and actually inevitably affect the dynamics of the Southeast Asian region, such as the South China Sea conflict, the US-China competition, the conflict in the Taiwan Strait, the conflict on the Korean Peninsula, the Russia-Ukraine war, climate change, the global financial crisis; as well as the energy and food crisis.

For the above problems, as the host in the 44th AIPA trial, the Indonesian House of Representatives has pushed for six strategic points as part of the 44th AIPA resolution.

First, the DPR proposes a resolution on efforts to maintain regional stability, security and peace. This issue is very important to be raised considering the high appeal of ASEAN in global geopolitical regulations. At the same time, these conditions certainly pose a threat to ASEAN's stability and security.

Second, resolution on efforts to create sustainable peace in Myanmar. As we all know, there has been a political conflict in Myanmar since the Military Junta took over the government. This conflict has killed more than 6000 civilians and various violences that fall into the category of human rights violations. Therefore, we want to encourage parliament to make breakthroughs to resolve the conflict in Myanmar.

Third, the DPR RI proposes a resolution regarding the green transition to encourage economic growth and low-carbon development. In this case, the DPR RI wants to encourage the green transition to be integrated into the development agenda of each country.

Fourth, the DPR RI also proposes a draft resolution related to green jobs and skills. We see that the aspect of preparing human resources or labor in an effort towards a green transition is still not optimal. Through this resolution, we want to encourage a massive movement from parliament in an effort to prepare green workers.

Fifth, in the aspect of youth, the Indonesian House of Representatives proposes a resolution regarding strengthening the involvement of the younger generation in inclusive development, economic transformation and democratic participation. Parliament in every member country is encouraged to provide full support for the involvement of the younger generation as a motor of development and democracy.

And sixth, the Indonesian House of Representatives proposes a resolution regarding ASEAN's increased resilience through women's leadership and gender-responsive parliament.

The 44th AIPA General Assembly was attended by 9 Parliaments from all AIPA member countries except for Myanmar, namely: Brunei Darussalam, Cambodia, Laos, Malaysia, Philippines, Singapore, Thailand, and Vietnam. In addition to the nine parliamentary member countries, 18 of the 20 Peninjau Countries (observers) will also attend.

In addition to parliamentary representatives from these countries, the DPR RI also invites various international institutions and international stakeholders, such as the ASEAN, Inter-Parliamentary Union (IPU), Economic Research Institute for ASEAN and East Asia (ERIA), Freeland Foundation, International Conservation Caucus Foundation (ICCF), Parliamentary Center of Asia (PC Asia), Food and Agriculture Organization (FAO), and UN Women.
