JAKARTA - The Special Committee (Pansus) for Bank Indonesia Liquidity Assistance (BLBI) Volume II of the DPD RI urges the government to impose severe sanctions on BLBI obligors or debtors because they have not been cooperative in paying their obligations related to BLBI funds. This heavy sanction is needed in order to create a deterrent effect for the country's money evaders.
The severe sanctions are in the form of confiscation of all assets, blocking accounts, no longer allowed for children and descendants to try in Indonesia.
"We think that the descendants or grandchildren of these BLBI evaders must be blacklisted and they should no longer try or do business in Indonesia. We agree that there will be severe sanctions so that the effect is a deterrent for BLBI evaders," said the Chairman of the BLBI DPD RI Special Committee, Bustami Zainudin during a Hearing Meeting (RDP) with the Head of the BLBI Task Force Steering Director, Prof. Dr. Mahfud MD in Jakarta, Tuesday, July 11.
Also present at this RDP were Tamsil Linrung (Vice Chair of Special Committee/Prov. South Sulawesi), Fahira Idris, SE, MH (Prov. DKI Jakarta) and Evi Apita Maya, SH., M.Kn. (Prov. West Nusa Tenggara) and accompanied by the Expert Team and Secretariat of the DPD RI.
In addition to imposing severe sanctions, the BLBI Special Committee Volume II of the DPD RI asked the government to increase the authority given to the BLBI Task Force Team. This is important so that they can take the necessary steps in accordance with the provisions of the legislation to complete the repayment of bank debt or BLBI debt.
According to him, this additional authority is very much needed considering that the working period of the BLBI Task Force Team formed by the government will end at the end of 2023.
"Oeh, because the completion of the collection rights on BLBI funds has not been optimally successful, while the BLBI task force is only on duty until the end of this year, the DPD RI as the regional representative sees it as necessary to continue the BLBI Special Committee and conduct RDP/RDPU with various circles including experts and other interested parties to dig deeper into information related to BLBI," he explained.
Bustami assessed that the handling of state collection rights on BLBI funds by the BLBI Task Force had not run optimally. This Hl can be seen from the state receivables contained in BLBI obligors recorded at IDR 30,470,191,881,577.90 (IDR 30.47 trillion) as of December 31, 2022.
Meanwhile, state receivables contained in debtors amounted to Rp38,900,044,590,177.30 (Rp38.90 trillion) and 4,545,685,360.74 US dollars (4.54 billion US dollars).
"Given that the assignment of the BLBI Task Force is only until the end of 2023, the BLBI Task Force must work hard and withdraw all state receivables before the end of its term of office," he explained.
"We are of the opinion that in order to collect the banking sector for the arrears of its obligations, an increase in the authority given to the BLBI Task Force is needed," said Bustami, who is also a Senator from Lampung.
Di tempat yang sama, anggota DPD DKI Jakarta, Fahira Idris mendukung agar Satgas BLBI ini dapat diperpanjang masa tugasnya agar dapat menyelesaikan hak berlebih atas dana BLBI.
"We want to know the extent of the implementation of PP No.28/2022 concerning the Management of State Receivables by the State Receivables Affairs Committee on the settlement of state receivables, especially related to BLBI, and also how to implement the threat of the BLBI task force which will block access to obligor/debtor finance in this BLBI case," he added.
In line with the Chairman of the Special Committee, another Special Committee Member who is a NTB Senator, Evi Apita Maya also wants the completion of the state's collection rights on BLBI to be completed immediately through the BLBI Task Force.

"We are here to synergize with the BLBI Task Force in the context of finalizing state collection rights and we support the BLBI Task Force to continue if by the end of 2023 the completion of this collection right has not been completed," said Apita.
Meanwhile, members of the Special Committee from South Sulawesi Province, Tamsil Linrung, hoped that the sustainability of the BLBI Task Force would be maintained.
"Because this people have high hopes for the BLBI Task Force to be able to return state money so that the sustainability of the BLBI Task Force is important so that the results of the collection of state receivables become optimal," said Tamsil.
Meanwhile, the Main Expert Staff of the BLBI Special Committee for the DPD RI, Hardjuno Wiwoho, explained that the debts of obligors/debtors remain recorded and will not be deleted until they pay off their debts, which are state money.
"I think the commitment (to collect debt) is certain, as long as this country is still there. It will certainly bind to the next government. (It will be) the duty of the government, whoever rules and comes to power in the future," he concluded.
