KASN: Policy Is Needed To Ensure Neutral ASN In The 2024 Election
JAKARTA - Chairman of the State Civil Apparatus Commission (KASN) Agus Pramusinto said central agencies who have the authority need to take policies that can ensure the professional and neutral attitude of ASN, especially the sub-district and village heads, in the 2024 election so that they do not have a bad impact on them.
"The state must be present to protect neutral ASN. Central agencies that have the authority need to take policies that ensure that professional and neutral attitudes do not have a negative impact on ASN," Agus said as quoted by ANTARA, Wednesday, June 14.
According to him, the absence of this policy has made ASN, especially the sub-district head and village head, currently faced with one of the risks, namely an act of revenge from one of the elected election participants after the democratic party was over.
Agus said that currently, some of the appointments in the position of village head and sub-district head are no longer competency-based, but based on one's ability to mobilize the voices of residents.
"The attitude of working without showing partiality to one of the contestants is not without risk. This attitude is sometimes a record of sin that brings revenge when the election is over," said Agus.
He conveyed several results of the supervision of KASN in the period 2020-2023 regarding the type of neutrality violation committed by the village head and sub-district head.

These types of violations include holding activities that lead to partiality (36.5 percent), campaigns or socialization on social media in the form of posting/like/comment (20.1 percent), attending the declaration of candidate or candidate (15.8 percent), photo with candidate or candidate (11.1 percent), and becoming a campaign participant (7.4 percent).
"In addition to these violations, several types of neutrality violations that have the potential to be carried out by the sub-district and sub-district heads are mobilizing support from the ranks of subordinates, such as office staff, village heads, neighborhood heads, hamlet heads, and community organizations in their area for election participants and certain elections," added Agus.
Next, he continued, there are also sub-district heads and village heads who influence residents to provide support to election participants and certain elections, use official vehicles for political interests and politicize social assistance to residents.
