Moeldoko: IKN Needs A Smart Defense System Concept

JAKARTA The Presidential Chief of Staff, (KSP) Moeldoko, emphasized that the capital city of Nusantara as the center of state government requires a Smart Defense System or Smart Defense.

Moreover, technological developments have made the battlefield even more complex, and the IKN region is within the three military capabilities of the United States and China.

"The IKN Variant requires us to adopt the concept of intelligent defense," said Moeldoko when speaking at the Discussion Forum Realizing the Defense of IKN Nusantara as the Center of Gravity Negara, at the Borobudur Hotel, Jakarta, Thursday, November 30.

Moeldoko emphasized that the defense system in IKN is a subsystem of the national defense system. For this reason, he said, the IKN defense system must be adjusted to the threats faced by Indonesia.

Furthermore, he said that so far the threats faced by Indonesia have been more focused on the Java region, so that Indonesia's military strength is also concentrated in Java.

However, by moving the nation's capital to East Kalimantan, the threats faced by Indonesia will also shift. "It's time for us to rebuild military forces like what kind of book needs to be brought to IKN," he said.

According to the 2013-2015 TNI Commander, building military forces must be adjusted to defense planning. Is it based on threats or capability.

Threat-based defense, he continued, is carried out by identifying potential opponents, as well as assessing the capabilities of current and future opponents.

This requires the development of special capabilities, a comprehensive understanding of various potential threats, as well as policy designs and strategies to form military and non-military defense forces.

Although it is the basis for the development of military forces, Moeldoko assesses that a threat-based approach requires a very large budget. "If you use this approach, the budget will run out," he said.

He also considered the development of military forces with a more realistic capability-based approach. Because it provides a rational, more responsive, focused on goals, and emphasizes efficiency.

"For example, I had time to make a joint action commander for a task force, which if we deploy it has high flexibility and speed, powerful combat capabilities, and weapons equipment is not too expensive," he explained.

On that occasion, Moeldoko also reminded that the development of IKN requires Indonesia to transform the TNI's power title. He gave an example in the land dimension. Where the existence of the Kodam for the IKN defense is urgent.

The position of IKN, which is in the middle of a shipping route and has a land border with neighboring countries, puts the archipelago at risk of experiencing simultaneous aggression from various terrains.

In addition, the presence of a Zeni unit is also needed at the IKN Kodam to support the ability of more adaptive land warfare operations.

"We need to increase the existing military installation capacity to protect IKN," he concluded.
