Development Of Banjardowo Final Processing Site Supports Environmentally Friendly Waste Management In Jombang, East Java

JAKARTA - The Ministry of Public Works and Public Housing (PUPR) has completed developing the Banjardowo Final Processing Site (TPA), Jombang Regency, East Java, from originally using an open dumping system to a sanitary landfill system.

Later, the operation of TPA with a sanitary landfill system is expected to minimize the impact of pollution, both water, soil, and air, so that it is more environmentally friendly.

PUPR Minister Basuki Hadimuljono said that handling the waste problem can be done through two aspects, namely structural by building waste infrastructure and non-structural such as encouraging people's clean and healthy lifestyle.

"Development of regional-scale waste processing infrastructure is considered effective for waste volumes that are not too large, so that waste reduction can be carried out starting from the source. Regency or city government support is also needed, especially in the land provision," said Minister Basuki in a press release, Monday, March 13.

Construction of the Banjardowo TPA sanitary landfill system began in June 2020, utilizing 11 hectares of land with a landfill area of ​​4.45 hectares. At present, the work carried out by the Ministry of PUPR has been completed 100 percent and is ready to be inaugurated.

Banjardowo TPA has a capacity of 444,864 m³ to serve household waste for residents in Jombang of around 110 tons/day or the equivalent of 285,000 people. Utilization of the sanitary landfill system has the advantage that the waste that goes to the landfill is first sorted based on its type, and then reprocessed (recycled).

For example, plastic waste, cardboard, glass, and cans, are sorted into recycled raw materials. Meanwhile, organic waste can be processed into compost in the composting plant process.

Furthermore, leachate is channeled to IPL (Leachate Treatment Installation) through a gradual processing system, so it does not contaminate the water or soil around the TPA. The principle of the construction of this TPA is to prioritize the concept of being environmentally friendly by reducing unpleasant odors and the waste that is disposed of meets the water quality standards in accordance with the Minister of Environment and Forestry of the Republic of Indonesia number 59 of 2016 concerning Leachate Quality Standards for Businesses and/or Final Processing Site Activities Rubbish.

The development of TPA Banjardowo is a collaboration between the Government of Indonesia through the Directorate General of Cipta Karya, the Ministry of PUPR, and the German Government in the Emission Reduction in Cities–Solid Waste Management (ERIC-SWM) Program.

Ministry of Public Works and Public Housing's development support includes design preparation, construction of a complete waste landfill with its supporting facilities, and procurement of heavy equipment. The total construction cost for the Emission Reduction in Cities project, Jombang Regency is IDR 194 billion.
