JAKARTA - Presidential Chief of Staff (KSP) Moeldoko emphasized consistency in encouraging the implementation of agrarian reforms aimed at resolving inequality in land tenure and improving the community's economy.

This was stated in the Agrarian National Reforma Working Meeting which was held at the Sheraton Hotel, Gandaria City, Jakarta, Tuesday, October 31.

Especially with Presidential Regulation Number 62 of 2023 concerning the Acceleration of the Implementation of Agrarian Reform, Moeldoko said that he was committed to intensively overseeing the management of agrarian reforms and social forestry.

Moeldoko mentioned two important things in accelerating the implementation of agrarian reforms. First, the pattern of institutional settlement and the flow of resolving agrarian conflicts. Second, strengthening the institutional establishment of the Project Management Office (PMO) Reforma Agrarian.

"Every day we at KSP receive reports directly from the public, there is a real need to improve and ensure that the conflict is resolved soon. This PMO is also important, like a pre-employment card, we will also make this later so that agrarian reform can run faster," said Moeldoko.

In addition, Moeldoko revealed that the complexity of agrarian problems made the community massively do various ways to report complaints to the palace environment, including to the Presidential Staff Office.

As of May 2023, there were 1,385 reports and public complaints, of which KSP had clustered based on the ministry. Namely, the Ministry of ATR/BPN has 716 cases, the Ministry of SOEs, 359 cases, the Ministry of Environment and Forestry 244 cases, and 66 cases are across ministries.

In addition, Moeldoko said that one of the challenges in implementing agrarian reform is the lack of synchronization of case/complaint data held by the ministry.

KSP then took the initiative to follow up on this by directly submitting Agrarian Conflict data to the Minister of ATR/BPN, Deputy Minister of Environment and Forestry, and Secretary General of the Ministry of SOEs.

"Synchronization in this context, especially reports/complaints that enter the palace environment with data submitted at the relevant ministries," added Moeldoko.

Furthermore, Moeldoko also stated that in 2023, KSP has coordinated the integration of 82 cross-ministerial empowerment programs for people receiving social forestry certificates, especially in North Sumatra Province.

The provision of the inter-ministerial/institutional integration program is intended to improve the living standards of forestry communities.

"We hope that with the initiation of integration orchestration and cross-Ministerial/Stakeholder collaboration, it will produce many empowerment programs for people who receive agrarian and social forestry reform certificates," said Moeldoko.

Meanwhile, Deputy II of KSP, Abetnego Tarigan, who also accompanied Moeldoko in the National Working Meeting, in the Agrarian National Working Meeting talk session emphasized the importance of the role of the Agrarian Reform Task Force (GTRA) in accelerating the implementation of agrarian reforms.

GTRA as a forum for cross-sectoral coordination to support the acceleration of the implementation of the National Strategic Program of Agrarian Reform.

In the Central GTRA, the National Agrarian Reform Acceleration Team will be strengthened by a technology work engine that will periodically oversee the implementation of agrarian reforms, so that in the future regional GTRA proposals will be processed more quickly for decisions to be made.

At the Regency level, GTRA is a working machine to verify and validate land issues in the regions. GTRA is home to see problems in the regions, to then coordinate with the Central GTRA," Abetnego explained.

Present at the event were Coordinating Minister for Economic Affairs, Airlangga Hartarto, Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency, Hadi Tjahjanto, Minister of Home Affairs, Tito Karnavian, and Deputy Minister of Environment and Forestry, Alue Dohong.
