The 2005 Helsinki Mandate, Acting Governor Of Aceh Asked The Minister Of ATR To Enter Land Rights For Ex-GAM Combatants To PSN

ACEH - Acting Governor of Aceh Achmad Marzuki hopes that the Central Government can include a land realization program for former GAM commanders and victims of the Aceh conflict in the national strategic project (PSN) scheme. "Otherwise, this will be hampered, because this land is in the forest department, so if it is included in the PSN, it can be faster," said Achmad Marzuki in his statement in Banda Aceh, as reported by Antra, Wednesday, September 20. Achmad Marzuki made this statement when he was with a member of the Indonesian House of Representatives from Aceh, TA Khalid, to meet the Minister of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) Hadi Tjahjanto. The meeting was one of the efforts to facilitate the fulfillment of the rights to the land of the former GAM / victims of the Aceh conflict which had been regulated in the MoU Helsinki peace agreement. During the meeting, Marzuki asked the Indonesian Minister of ATR/BPN to help resolve land problems for former GAM commanders as stipulated in points 3.2.5 MoU Helsinki. Marzuki explained that the rights that have been given by the state should not have any obstacles in realizing them. Moreover, this is in accordance with the memorandum of agreement between the government of the Republic of Indonesia and GAM which was signed in Helsinki on August 15, 2005. "Where, one of the mentioned in the agreement is the land right to 3,000 former GAM commanders," he said. Therefore, he asked the Minister of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) to pay special attention in terms of realizing the lands for the former GAM commander. "So far, it is still constrained, so as a minister and as a senior, I hope you can help him," said Marzuki. The same thing was conveyed by a member of the Indonesian House of Representatives from Aceh, TA Khalid, who asked that the points in the Helsinki MoU be completed in a complete and comprehensive manner. Especially the 3.2.5 l point, which states that the Indonesian government will allocate adequate agricultural land and funds to the Aceh Government with the aim of facilitating the reintegration of former GAM troops into society and compensation for political prisoners and affected civilians. "I hope that this 3.2.5 point can be completed in its entirety, meaning not only providing land, but also providing sufficient funds so that the land is given not abandoned," said TA Khalid.

On that occasion, Minister of ATR/BPN Hadi Tjahjanto emphasized that he continues to pursue and take technical and coordinative steps with other ministries and institutions so that land problems for former GAM commanders can be realized. In fact, he also asked the Acting Governor of Aceh to continue to communicate with the Secretary General of the Ministry of ATR/BPN for the land issue so that it can be resolved this year.
