JAKARTA - As one of the countries that sparked the Open Government Partnership (OGP) open movement, Indonesia was present at the 8th OGP Global Summit which was held on September 5-7, 2023 in Tallinn, Estonia. The DPR RI delegation represented by Dr. Fadli Zon played an active role in a series of dialogues and meetings attended by more than 2200 participants from 115 countries from state leaders including Parliament, Ministers, along with Civil Society Organizations (CSOs), International Organizations (IOs), Non-Governmental Organizations (NGOs), academics and open experts. The main focus in this year's OGP Global Summit on open government in the digital era, the potential for technology to make government, parliament and policy making more transparent and accountable, as well as the perspective of parliament at this conference, Dr. Fadli Zon became a resource person in two main activities namely Open Parliament Day activities on September 5, 2023 at the Estonian Parliament Building (Riighikogu) and the Main Anti-Corruption Session on September 6, 2023.

Open Parliament Day is part of a series of OGP Global Summits specifically for legislators to gather and negotiate various strategies, experience both and input in supporting the openness of parliament as well as in government. Activities organized by the Open Parliament e-Network (OPEN) and the Estonian Parliament (Riigogu) take themes related to the integrity and accountability of parliament. Open Parliament Day sessions discuss how parliament's strategy in maintaining internal and external integrity.

Together with representatives of the Ghanaian parliament, Kenya, Taiwan and the Legislativo Directorio as the parliamentary supervisory organization in the Latin American Region. In this session representatives of parliaments conveyed various efforts to maintain the integrity of parliament whose foundation is of openness. Dr. Fadli Zon conveyed the importance of transparency of information and opening up space for public participation in maintaining parliamentary accountability. The DPR RI has made various efforts to improve public information from the establishment and revitalization of Legislation Information Systems (SILEG) and public information service applications of the DPR. Maintaining public participation space and strengthening of co-creation efforts between parliament and the public is also very important in supporting the DPR's supervisory function and maintaining the integrity of the government and public institutions. In the main session of anti-corruption entitled Breaking the Silos; Whole-of-State Strategies to Fight Corruption, Dr. Fadli Zon conveyed material together with the Executive Director of Transparency International Lithuania, representatives of the Ministry of Law of Armenia, Head of National Agency on Corruption Prevention Ukraine and representatives of OECD. The session discusses the inter-institutional coordination strategies for handling corruption and its various challenges. One of the important platforms discussed in the session is the Global Organization of Parliamentarians Against Corruption (GOPAC). Not only became an important platform for Members of Parliament but also became a network of collaboration between parliament, government, public agencies, CSO, NGO, academics and experts in shaping strategies and anti-corruption in their respective countries. GOPAC which has representatives in various regions around the world works in key anti-corruption programs, including; anti-briberation programs, anti-money laundering, openness of parliament, ethical strengthening and integrity of corruption. In addition to challenges in coordinating various agencies in efforts to deal with corruption, the return of corruption asset remains a fairly complex challenge and requires more attention in international dialogue-dialog.

Open Government Partnership is a global reform movement founded by Indonesia together with the Governments of the United States, Britain, Norway, Mexico, Brazil, South Africa and the Philippines on September 20, 2011. In 2018 the DPR RI committed to strengthening parliamentary open reforms marked by the declaration of the Open Parliament Indonesia or OPI. The initiative is supported by a number of other international partnership organizations including; National Democratic Institute (NDI), Inter-Parliamentary Union (IPU) and Parliament e-Network (OPEN).
