Fulfillment Of Jakarta Clean Water Services Needs IDR 23.8 Trillion, Provincial Government Admits It Can't Only Rely On The APBD

JAKARTA - The DKI Jakarta Provincial Government is targeting 100 percent of the clean water service coverage managed by its BUMD, PAM Jaya, to be achieved by 2030. It is estimated that it will cost IDR 23.8 trillion for 100 percent of the people of Jakarta to be served in piped water.

Head of the Clean Water Supply Division of the DKI Jakarta Water Resources Agency, Elisabeth Tarigan, admitted that the DKI Provincial Government cannot cover the need for investment costs only through the APBD allocation.

Therefore, the DKI Provincial Government has instructed PAM Jaya to cooperate with the private sector in meeting the target of clean water services to 100 percent of Jakarta residents.

"Not only the government, the private sector was also involved in investment. We can't just go through the APBD, because it might be caused by a pandemic, as well as all kinds of things. We are now working with business entities," Elisabeth said in a discussion at DKI Jakarta City Hall, Wednesday, August 30.

President Director of Perumda PAM Jaya Arief Nasrudin explained that the investment value of tens of trillions was used to increase the supply of raw water and add new piping connections.

To meet 100 percent clean water service coverage for residents, DKI requires the installation of 7 thousand kilometers whose target is to complete by 2030.

Currently, PAM Jaya has only served 930 thousand customers in Jakarta. Meanwhile, the addition of 7 thousand kilometers of this new pipe is needed to meet the target of clean water services of up to 2 million customers.

"You can imagine, this is a situation where piped water is not easy and is not cheap on investment. So, the numbers are significant," explained Arief.

"But indeed not all investments in pipes, there are a small part of the maintenance in the water treatment plant (IPA). However, the pipe is such a necessary investment dahysat," he added.

In order to support the addition of water service needs, the government is processing the construction of the Jatiluhur I Drinking Water Supply System (SPAM), SPAM Karian, Drinking Water Processing Installation (IPA) Buaran III, and IPA Juanda.

On the other hand, PAM Jaya is also processing the construction of a giant communal reservoir or reservoir to provide clean water supplies to residents who do not receive the flow of piped water.

The plan is for communal reservoirs to be built in 10 areas, namely Duri Kosambi, Taman Sari Village, Pluit Reservoir Flats in Muara Baru, BP Tambora, Gombal Paya in Kalideres, Glodok, Lawoncing in Cilincing, StIP Marunda Makmur, Rorotan Jakpro, and Kebon Blank in Kemayoran.
