PDIP Bela Heru Budi Regarding The Cancellation Of The Sunter ITF Against PKS And Gerindra

JAKARTA - Chairman of Commission D of the DKI Jakarta DPRD from the PDIP faction, Ida Mahampang, defended the Acting Governor of DKI Jakarta Heru Budi Hartono who canceled the Sunter ITF project and switched to RDF Plant in managing Jakarta waste.

The cancellation of the Sunter ITF, which previously received budget allocations for the initial capital for this development, was protested by members of the DKI DPRD, other factions, such as Gerindra and PKS.

However, according to Ida, Heru's decision was correct because the ITF, if operating, would burden the APBD too much. This is because the DKI Provincial Government has to pay the cost of managing waste or tipping fees to private partners for decades.

Based on the results of a feasibility study, the DKI Provincial Government must pay the waste management tipping fee to electrical energy at a cost of IDR 500 thousand to IDR 800 thousand per tonne of waste processing within 20 to 30 years.

"The ITF tipping fee reaches IDR 800,000 per ton and the contract is 30 years. Then, there is a clause on the increase in the tipping fee from the third year to seven to ten percent. Not to mention the residue of this ITF," said Ida in her statement, Friday, August 11.

Meanwhile, in the RDF Plant which is a waste processing facility into fuel, the DKI Provincial Government only needs to issue a subsidy of IDR 54 billion per year with 2,000 tons of waste processing per day.

"Compared to just pay the tipping fee per year, we can actually use building two RDFs. For that I invite, let's friends solve the waste problem but also reduce the minimum possible expenditure or use of the APBD," said Ida.

Some time ago, Commission B and Commission C of the DKI Jakarta DPRD questioned the DKI Provincial Government in a working meeting related to the cancellation of the Sunter ITF project which had actually stalled for years.

From this meeting, Member of Commission B of the DKI DPRD from the Gerindra faction, Wahyu Dewanto, proposed the establishment of the DKI Jakarta DPRD's right to inquiry to investigate the causes of the cancellation of the ITF and its construction constraints.

"Earlier I was angry, I was annoyed that the blood had risen. There was no need to make a fuss anymore, the leadership. Simple, the right to inquiry is done," Wahyu said at the DKI Jakarta DPRD building, Wednesday, August 9.

In Regional Regulation Number 1 of 2020 concerning the Order of the DKI Jakarta Provincial DPRD, the right of inquiry is the right of the DPRD to conduct an investigation into the Provincial Government's policies that are important and strategic and have a broad impact on the lives of the people, regions, and countries which are suspected to be contrary to the provisions of the legislation.

When approved to be formed, the picket committee can summon local government officials, legal entities, or residents who are deemed to know the issues investigated to provide information.

If the inquiry committee investigation finds indications of a criminal act, the DPRD will hand over the completion of this criminal process to law enforcement officials.

Wahyu admitted that he was surprised why the DKI Provincial Government could easily cancel the construction of the Sunter ITF. In fact, the initial capital budget for ITF development was allocated of IDR 577 billion from the 2023 APBD.

"Why at that time asked for PMD and it was approved? Then it turned out to be afraid of the ITF later the APBD was like that," said Wahyu.

"It doesn't need to be explained anything else. It's just the right of inquiry, it's done. In fact, now it's a fear that the effect will have a tipping fee of all kinds, how come you don't know or what?" he continued.
