Anti-Corruption Community Coalition Asks Bawaslu To Ensure KPU Arranges Campaign Fund Donation Reports

JAKARTA - The Indonesian Anti-Corruption Community Coalition for the Integrity Election has asked the Election Supervisory Agency (Bawaslu) to ensure that the General Elections Commission (KPU) regulates the provisions for submitting reports on receiving campaign fund donations (LPSDK) by participants of the 2024 General Election in KPU Regulations.

"Bawaslu must ensure that KPU regulations continue to regulate LPSDK which has been implemented in the 2014 and 2019 elections," said Valentina Sagala as the representative of the coalition consisting of 146 civil society organizations at a press conference at the Bawaslu Media Center, Jakarta, as reported by ANTARA, Monday, June 19.

The request, continued Valentina, had been submitted directly to the Chairman of Bawaslu Rahmat Bagja at the Bawaslu office, Jakarta, before they held a press conference.

The Indonesian Anti-Corruption Community Coalition for the Integrity Election urged Bawaslu to issue recommendations to the KPU to immediately complete the regulation of campaign fund reports.

Selain itu, Bawaslu diminta memastikan agar masyarakat memiliki waktu yang memadai dalam memberi tanggapan atas kebenaran dana kampanye, baik laporan awal dana kampanye (LADK), LPSDK, dan laporan penerimaan penggelapan dana kampanye (LPPDK).

According to Valentina, the provisions regarding the submission of LPSDK need to be regulated by the KPU in KPU regulations (PKPU) because it is an important instrument for voters to make political decisions on voting day.

Previously, the civil society coalition had an audience with the KPU at the KPU office, Jakarta, Tuesday (6/6), represented by KPU member Idham Holik. On that occasion, they asked the KPU to continue to regulate the provisions for the submission of LPSDK by election participants in the PKPU.

According to Valentina, although the KPU said it would accommodate the submission of LPSDK through the Campaign Fund Information System (Sidakam) application, the provisions requiring 2024 election participants to submit the report must still be contained in the KPU Regulation (PKPU) regarding the 2024 Election Campaign Fund Reporting.

Next, the civil society coalition asked the KPU to open access to public information on campaign funds reports adequately, including access to information in Sidakam in a format that is easily accessible to the public.

Previously, the KPU conveyed the steps to remove the provisions for the bookkeeping and submission of LPSDK from election participants to the KPU for the 2024 General Election in the DPR Commission II Hearing Meeting (RDP) with the KPU, Bawaslu, the Election Organizing Honorary Council (DKPP), and the Ministry of Home Affairs (Kemendagri) in the DPR.

"LPSDK was removed because it was not regulated in Law Number 7 of 2017 concerning General Elections (UU Pemilu)," Idham said on the occasion.

In the 2019 Election, as stipulated in KPU Regulation (PKPU) Number 34 of 2018 concerning the Election Campaign Fund, the KPU requires each election participant to submit LPSDK.

However, in the 2024 General Election, the KPU removed the provisions in the PKPU Draft on Campaign Fund Reporting.

Apart from being that LPSDK is not regulated in the Election Law, the KPU removes these provisions because the 2024 election campaign period is shorter than the campaign period in the 2019 Election which lasted for six months and three weeks.

"In short, the campaign period has made it difficult to place the LPSDK delivery schedule. As regulated in Attachment I of PKPU Number 3 of 2022, the campaign period is 75 days which will start on November 28, 2023 and will end on February 10, 2024," he said.

The KPU also decided to abolish the provisions for submitting LPSDK by election participants because information regarding the receipt of campaign donations had been published in LADK and LPPDK.
