JAKARTA - Cabinet Secretary (Seskab) Pramono Anung said not all areas are allowed to export sea sand because the criteria will be regulated in derivative regulations from Government Regulation (PP) Number 26 of 2023 concerning Management of sedimentation Results in the Sea.

According to Pramono, Minister of Maritime Affairs and Fisheries Sakti Wahyu Trenggono and Minister of Energy and Mineral Resources Arifin Tasrif will make ministerial regulations as derivative regulations from PP 26/2023 to detail technical and regional provisions that can export sea sand from sedimentation results.

"Whether to be domestically allowed to be exported will be further regulated. For this regulation, the Minister of Marine Affairs and Fisheries must make ministerial regulations regarding this matter. Which areas are allowed, which areas are not allowed," Pramono said as quoted by ANTARA, Wednesday, June 7.

Pramono emphasized that the main substance of PP 26/2023 is for the management of sedimentation results or material deposition in the sea because the sedimentation process occurs in almost all river estuaries. Therefore, he said, sea sand must be taken to avoid problems caused by sedimentation.

Regarding the downstream action to allow exports or not from the collection or dredging of sea sand, said Pramono, there will be technical regulations made by the Minister of Marine Affairs and the Minister of Energy and Mineral Resources.

"So the point is to handle sedimentation at the mouth of the river that goes to sea in almost all areas, because if it is only taken by the government then put there, this is a problem that is getting more complicated day by day," said Pramono.

President Jokowi, said Pramono, had conducted an in-depth study with the relevant ministers and other parties before issuing PP 26/2023.

"So later a regulation will be made by the Minister of KKP and the Minister of Energy and Mineral Resources which regulates it. So not everything is allowed," said Pramono.

Previously, in Article 9 paragraph 2 of PP 26/2023 concerning Management of sedimentation Results, it was stated that the utilization of sedimentation in the form of sea sand was used for domestic reclamation, government infrastructure development, infrastructure development by business actors and/or exports as long as domestic needs were met and in accordance with the provisions of the legislation.

Then, it is also stated that the allocation of domestic sea sand will be subject to non-tax state revenue (PNBP) costs, while exports will be subject to higher PNBP costs.
