JAKARTA - President Jokowi appointed Vice President Maruf Amin as chairman of the Steering Committee for the Acceleration of Special Autonomy Development for Papua.

This decision was taken by Jokowi through Presidential Regulation of the Republic of Indonesia (Perpres) Number 121 of 2022 concerning the Steering Committee for the Acceleration of Special Autonomy Development for Papua. The regulation was enacted in Jakarta on October 21, 2022.

The Steering Committee for the Acceleration of Special Autonomy Development for Papua or the Papua Steering Committee is a non-structural institution under and responsible to the President.

This agency is chaired by the Vice President and consists of the Minister of Home Affairs, the Minister of National Development Planning/Head of the National Development Planning Agency, the Minister of Finance, and one representative from each province in Papua Province.

Papua Province is the provinces in the Papua region which are given special autonomy (otsus) within the framework of the Unitary State of the Republic of Indonesia (NKRI).

The Presidential Regulation states that members of the Papua Steering Committee who come from representatives of each province in Papua must be Papuan natives (OAP) and not from government officials, the House of Representatives (DPR), Regional Representatives Council (DPD), Regional People's Representative Council (DPRD). both provincial and district/city, Papuan People's Assembly (MRP), and members of political parties.

Functions of the Papua Steering Committee:

  1. Providing general policy directions for the implementation of special autonomy and accelerated development in the Papua region;
  2. Synchronization, harmonization, and coordination as well as providing guidance on guidance, supervision, evaluation, reporting and accountability for the management of planning, budgeting, funding, revenue, and administration of government in the framework of special autonomy and acceleration of development in Papua Province carried out by ministries/agencies and regional governments of Papua Province ;
  3. Providing considerations, directions, and recommendations for solving strategic problems and issues in the implementation of special autonomy and accelerating development in the Papua region;
  4. Controlling the implementation of special autonomy and the acceleration of development in the Papua region by referring to the Master Plan for the Acceleration of Development in Papua and the Action Plan for the Acceleration of Development in Papua for the medium term;
  5. Submission of reports on the implementation of special autonomy and development acceleration in the Papua region to the President; and
  6. Implementation of other functions assigned by the President.
