Biak Social Service Affirms Contribution Collection in Papua Requires Local Government Permit
PAPUA - The Biak Numfor Regency Social Service emphasized that collecting donations in their area cannot be arbitrary. Collecting donations from organizations or committees must first obtain permission from the local government.
"Yes, according to the rules, every collection of donations or goods must be notified to the government through the Social Service", said the Head of the Biak Social Service, Numfor Ferry Bettay, in Biak, Papua, Wednesday, February 1, quoted by Antara.
Ferry explained that this policy had been regulated in the Minister of Social Affairs Regulation (Permensos) Number 8 of 2021 concerning the Organizing Collection of Money or Goods.
As for the operational costs that can be taken by the organizing committee, he continued a maximum of 10 per cent of the funds that have been collected.
He said, as stipulated in Article 6 paragraph 1 of Government Regulation Number 29 of 1980 concerning the implementation of donation collection, it was stated that no more than 10 per cent of the operational use of the collecting committee was allowed.
He admitted that if he took more than the stipulated amount, his permit could be revoked and even subject to criminal sanctions
With these regulations, according to Ferry, we don't want to hinder but to increase public awareness so they understand the rules for asking for donations.

He explained how to obtain a permit to collect goods money (PUB) from the local social service.
For the collection of goods and money, he continued, the applicant for the institution or organization applied for a permit to the Social Service by filling out the PUB format provided by the officer.
"Also, the mass organization and its structure have been formally formed, a photocopy of the organizer's name and have a proposal for activities to use the budget", he said.
Ferry appealed to the public that if they find an unauthorized contribution to immediately report it to the Social Service or the authorities.
"To avoid unwanted things, if people want to know whether the donation is legal and don't come directly to Social Services", he stated.
