Government Prepares Institutions To Meet ASN Needs In Papua New Guinea

JAKARTA - The Ministry of Home Affairs, the Ministry of Empowerment of State Apparatus and Bureaucratic Reform, and the State Personnel Agency are preparing institutions to meet the needs of the state civil apparatus (ASN) from indigenous Papuans (OAP) in the three independent autonomous regions (DOB) of Papua.

"So, we need to prepare a kind of foundation first, officials who will make preparations for recruitment, career development, and others. It is also necessary to have an institution so that the fulfillment of these needs can be gradual," said Head of the Information Center (Kapuspen) of the Ministry of Home Affairs, Benni Irwan. when contacted, Antara, Jakarta, Thursday, June 30.

Benni Irwan explained that the ASN who will serve in the three new autonomous regions of Papua, namely South Papua, Central Papua, and Papua Mountains, come from Papua Province or the parent and regencies in the three new provinces.

"ASN in the province are offered to move to a new province in accordance with their respective customary areas," he said.

In addition, the government will also open the recruitment of new ASN to meet the needs of 80 percent of ASN from OAP for DOB.

He hopes that the existence of new autonomous regions can accelerate development and improve public services. This is to improve the welfare of the people in Papua, especially OAP.

"To carry out this goal, it is necessary to have ASN who will run the wheels of government and development. There are three new provinces, of course, it is necessary to prepare ASN-ASN who will serve in the province," he said.

On a separate occasion, the Main Expert Staff of the Presidential Staff Office Theo Litaay hoped that the OAP occupancy in the ASN formation could increase along with the current presence of three new autonomous regions in Papua.

"The closer the center of the provincial government in each of the new autonomous regions, we hope to increase the OAP occupancy in the formation of ASN," he said.

Theo said that the Presidential Staff Office (KSP) supports the realization of the new DOB affirmation policy. This affirmation is still being processed by the Ministry of Home Affairs, Kemenpan RB, and BKN with technical regulations from the Minister of Administrative and Bureaucratic Reform.

"This affirmation is actually consistently issued by the government for the acceptance of CPNS in Papua and West Papua with an allocation of 80: 20," he said.

Previously, the Minister for Administrative Reform and Bureaucratic Reform (Menpan RB) Ad Interim Mahfud MD proposed that the fulfillment of human resources (HR) for new autonomous regions come from honorary staff and formation CPNS in 2021 from the Papua Province or the parent, then the recipients of the Papua Masters Scholarship. as many as 434 IPDN graduates for the 2017-2021 period as many as 487 people.

The Ministry of Home Affairs proposes easing one of the age limits for civil servants from 35 years to 50 years in order to fulfill 80 percent of ASN formations for OAP.
