JAKARTA - TikTok announced the formation of TikTok USDS Joint Venture LLC, a joint venture company majority owned by US investors, as an effort to continue its platform operations there.

Signed by President Donald Trump on September 25, 2025, with this new company, more than 200 million US citizens and 7.5 million businesses can continue to discover, create, and grow as part of the TikTok community.

The formation of this joint venture is intended to protect national security through comprehensive data protection, algorithm security, content moderation, and software assurance for US users.

"This company will protect the US content ecosystem through strong trust and security policies and content moderation, while ensuring continued accountability through transparency reporting and third-party certification," TikTok wrote in its official announcement.

In its implementation, US user data will be stored and protected in Oracle's cloud located in the United States, with third-party audited security standards and following the NIST framework, ISO 27001, and CISA requirements.

The recommendation algorithm will also be trained and run separately using US user data, while the application source code will be reviewed periodically with Oracle's support as a trusted security partner.

TikTok USDS Joint Venture will be led by a seven-member board of directors, majority of whom are US citizens, including TikTok CEO Shou Chew, executives from Silver Lake, Susquehanna International Group, Oracle, and DXC Technology CEO Raul Fernandez, who also serves as Chairman of the Security Committee.

Meanwhile, the CEO position will be held by Adam Presser, with Will Farrell as Chief Security Officer to oversee the joint venture's comprehensive data privacy and cybersecurity programs.

The ownership structure shows that Silver Lake, Oracle, and MGX each hold 15% of the shares as managing investors.

ByteDance, the Chinese company behind TikTok, retained a 19.9% stake. Other investors include Dell Family Office, General Atlantic, Dragoneer, and NJJ Capital owned by French entrepreneur Xavier Niel.

In addition to TikTok, the security protection provided by this joint venture also includes the CapCut, Lemon8 applications, as well as a number of other applications and websites that operate in the United States.
