AI Presidential Decree Is Expected To Strengthen Regulations For The Use Of New Technology

JAKARTA - The Ministry of Communication and Digital Affairs is still targeting that the draft AI Roadmap and Presidential Regulations (perpres) can be carried out according to schedule, namely in September 2025.

Although public consultations regarding the AI Roadmap White Book were extended until August 29, the Deputy Minister of Communication and Trade, Nezar Patria, hoped that this would not affect the predetermined deadline.

"The Presidential Regulation, the plan is that in our pipeline, the Presidential Decree, the draft will be done in September, right. This is still a public discussion for the AI roadmap, now this was extended yesterday," said Nezar when met on Friday, August 29 at the Kemkomdigi office, Jakarta.

He said, after public consultation, Komdigi still needed to synchronize the regulation, in accordance with benchmarking in accordance with international standards.

The presence of this Presidential Decree is expected to strengthen existing regulations such as the Personal Data Protection Act (PDP), the ITE Law, including the AI Ethics Circular which was launched in December 2023.

"Moreover, the adoption of AI technology has impacts that we must calculate, including with manpower. So how to adopt AI should not get rid of humans," explained Nezar.

Nezar explained that this presidential regulation will regulate how all sectors in Indonesia develop and use AI technology in accordance with existing principles.

"The first is the principles, he must be transparent, must be accountable, must also prioritize safety issues, then copyright. So that later the time of adoption in these sectors can refer to the horizontal principles or the general norms," he said.

Not to forget, Nezar added, this presidential regulation will be related to the Copyright Law, so it needs to be coordinated with the Ministry of Law and Human Rights, especially regarding copyright issues.

"It has something to do with the revision of the Copyright Law), so we also coordinate with the ministry of law regarding this copyright. We hope that in promoting the presidential regulation he can also accommodate copyright problems," he said.

He hopes that the rules that will be harmonized will be carried out with the Ministry of Law and the State Secretariat will not overlap and are not contradictory to existing regulations.
