JAKARTA - The Golkar Party provides notes on the two years of Joko Widodo-Ma'ruf Amin's administration. At the beginning of this period, the biggest challenge has emerged, namely the COVID-19 pandemic.

Looking back a little, the first case of COVID-19 was found in Wuhan, China. According to the COVID-19 timeline published by WHO, on December 31, 2019, the Wuhan Municipal Health Commission reported its first case as a variant of the new virus. Only 3 months after the Wuhan case, namely on March 2, 2020, the first case in Indonesia was announced.

"This means that only 5 months after Jokowi-Maruf's inauguration, the COVID-19 pandemic occurred in Indonesia," said Golkar Party politician Emanuel Melkiades Laka Lena, during a press conference for the two years of the Jokowi-Ma'ruf administration at the Golkar Party's Central Executive Board (DPP) office, Friday, October 22.

However, Melki continued, the Advanced Indonesia Cabinet under the control of President Jokowi and Vice President Maruf Amin has succeeded in responding to these challenges well by controlling the COVID-19 pandemic in Indonesia.

"Daily confirmed cases and deaths have fallen sharply. In total, 96.23 percent of COVID-19 cases have now fully recovered. In fact, there is a 21 percent decrease in the number of cases compared to the previous week and a 32.7 percent decrease in the number of deaths compared to the previous week," explained the Deputy Chairman of Commission IX of the House of Representatives (DPR).

Compared to other countries, said Melki, the incidence of COVID-19 per 1 million population in Indonesia is low at 3.53 cases and the case reproduction rate (Rt) is 0.7.

Indonesia has even passed the peak period of active COVID-19 cases which occurred on July 24, 2021, with 574.135 active cases.

As of October 22, 2021, active cases have dropped to 15.594. Meanwhile, cases of death due to COVID-19 have been controlled.

"When it reached the peak of the second wave, there were more than 2.000 deaths per day. But the number was successfully controlled to 43 deaths on October 21, 2021," said Melki.

In addition, continued Melki, the Jokowi government until mid-October has also succeeded in providing vaccinations. More than 165 million doses of COVID-19 have been administered and nearly 50 percent of the national vaccination target.

Now, he said, the daily vaccination rate was accelerated to 2 million doses per day using Sinovac, Sinopharm, AstraZeneca, Moderna, Pfizer, and Janssen vaccines.

"In fact, according to the NIKKEI version of the COVID Recovery Index on September 30, Indonesia was ranked 54th or the best in Southeast Asia. This is an improvement considering that on July 31, Indonesia's ranking was still at 114, and on August 31, Indonesia was ranked at 92," he said.

Melki explained that the bed occupation rate (BOR) decreased on October 21, 2021. Hospital BOR fell to 11 percent from the previous 13 percent. BOR TT Covid-19 fell to 35 percent from 42 percent. Isolation TT BOR to 34 percent, and Intensive BOR has fallen to 49 percent.

"But now it has decreased by 97.09 percent or a reduction of 557.438 active cases, so that as of 19 October there were only 16.697 active cases," he explained.

Melki said this could not be separated from the government's strategy for the Advanced Indonesia Cabinet in the health sector. On March 31, 2020, President Jokowi held a Press Conference to announce to the public the policy he had chosen to respond to COVID-19, namely the Large-scale Social Distancing (PSBB) policy based on Law no. 6 of 2018 concerning Health Quarantine.

As the PSBB policy was chosen, said Melki, President Jokowi emphasized that Regional Governments should not implement their own policies in their territories, which are not in accordance with the protocols of the Central Government.

"The president ensures that these steps have been taken into account and adapted to the existing conditions in Indonesia, geographical conditions, demographics, cultural characteristics, discipline, and fiscal capacity," he said.

In addition, continued Melki, the Government of the Advanced Indonesia Cabinet also proved the country's presence during the COVID-19 pandemic by issuing Law (UU) Number 2 of 2020 concerning State Financial Policy and Financial System Stability for Handling the COVID-19 Pandemic.

The issuance of Law (UU) Number 2 of 2020 concerning State Financial Policy and Financial System Stability for Handling the COVID-19 Pandemic is intended to provide protection for people's lives which are very seriously threatened by the spread and spread of COVID-19, both from the aspect of life safety due to threats to health and safety, as well as to the social and economic life of the community.

All policies in Law Number 2 of 2020, added Melki, especially policies in the field of state finance that have been implemented at this time, have been based on assessments and using factual data on the impact of the COVID-19 threat to society and the state.

"Therefore, the Golkar Party DPP continues to provide support to the Jokowi Ma'ruf Government in controlling the COVID-19 pandemic and also in transforming the health system in Indonesia," concluded Melki.
