DPRD Plenary Approves Changes In Surabaya Regional Budget For IDR 8.9 Trillion, There Is Additional Healthcare Incentive For IDR 28.6 Billion

SURABAYA - The Plenary Meeting of the Surabaya City Regional Representative Council (DPRD), East Java, ratified the Changed Regional Revenue and Expenditure Budget (APBD-P) of Surabaya 2021 of IDR 8.9 trillion.

According to Adi, the power of the budget fell by 10.44 percent, or around 929 billion, from the pure 2021 APBD, which set a budget of IDR 9.8 trillion. The leadership and members of the DPRD have provided input, opinions, corrections and even criticism to the Surabaya City Government.

"All the inputs and criticisms are our efforts to carry out the supervisory function, so that governance in the city of Surabaya is getting better and better. So that the use of the development budget is more in favor of the community, especially the underprivileged or underprivileged layers of society," said Adi.

Judging from the budget posture of the Revised 2022 APBD, he said, his party was very optimistic that the development of the City of Surabaya could be carried out with solid budgetary strength in the midst of the COVID-19 pandemic.

"For example, we set a budget for the purchase of uniforms for around 46 thousand elementary and junior high school students in the MBR category (low-income communities) of IDR 21.154 billion. We are grateful, in a situation where budget savings can still intervene in uniform assistance for the benefit of students," said Adi.

The Surabaya DPRD and Surabaya Mayor Eri Cahyadi also agreed on an additional IDR 46 billion for the honorarium for Neighborhood Units and Village Community Empowerment Institution (LPMK), adjusting for the increase several months ago. Also for the food budget for the elderly, orphans, and people with disabilities.

"We continue to strengthen neighborhood units and LPMK as the spearhead of service. During the pandemic, they have worked hard to assist the Surabaya City Government in overcoming COVID-19," said Adi, who is also the Chairman of the Surabaya City PDIP Party Branch Management Board (DPC).

Through the Revised 2021 APBD, he said, Mayor Eri Cahyadi together with Deputy Mayor Armuji and the ranks of the City Government are also committed to encouraging Surabaya's economic growth. As the COVID-19 pandemic continues to escalate.

"The DPRD also underlines to pay attention to the growth of the MSME sector, which numbers in the thousands in Surabaya, the street vendors, including market traders so that they become an important pillar of the people's economy in the city of Surabaya," said Adi.

In addition, he continued, the DPRD and the Surabaya City Government also ensured that the incentive payments for 2.832 health workers, both civil servants and non-civil servants, could be paid 100 percent. Therefore, there is an additional budget of Rp. 28.6 billion.

"Thank you to all health workers in the city of Surabaya who have worked hard, tirelessly, during the COVID-19 pandemic. Therefore, we ensure the incentives for health workers are 100 percent," he said.

In the 2021 APBD Amendment, he said, the Surabaya City DPRD and the City Government projected Regional Original Revenue (PAD) of IDR 5.3 trillion.

"With the details, the projected regional tax is IDR 4.2 trillion. Then the total revenue from retribution is IDR 354 billion. Meanwhile, the income from the management of separated regional assets is IDR 164.173 billion and another legitimate PAD is IDR 558.639 billion," said Adi.
