Formappi: The Worst Performance, The DPR Leader's Statement Was Judged Only To Be Safe For Yourself

JAKARTA - The Indonesian Parliamentary Concerned Community Forum (Formappi) said that the DPR for the 2019-2024 period was the DPR with the worst performance during the reform era.

It is known, the V Session Period for the 2020-2021 Session Year has lasted from May 6 to July 15, 2021 or 46 working days.

This was explained in the release of the House of Representatives Performance Evaluation for Session V Session Year 2020-2021 titled #DPRKemana? virtually, Thursday, August 12.

Formappi Researcher for Supervision, Albert Purwa, said that after the trial period ended with suboptimal performance in carrying out the main tasks and functions (tupoksi) in the field of legislation, budgeting and supervision, the hope to boost performance improvement was only an empty message.

The signs, said Albert, are that during the fifth session of the DPR, the DPR was only able to ratify 1 Priority Bill, namely the Bill to amend the Law on Special Autonomy for Papua.

On the other hand, the Bill on Amendment to the Law on State Civil Apparatus, the Bill on Disaster Management, and the Bill on the Protection of Personal Data (PDP), which have been extended several times for trial, have not yet been ratified. In fact, the PDP Law and Disaster Management are really needed by the community.

"Therefore, the ratification of the Papua Special Autonomy Law does not deserve appreciation. Moreover, the discussion process has very minimal public participation," said Albert.

As far as Formappi's investigation goes, he continued, the Special Committee for the Papua Special Autonomy Bill only held 1 RDPU. Moreover, the Papuan People's Assembly (MRP), which is the cultural representation of Papua, was not asked to provide input, even though the Papua Special Autonomy Bill itself stipulates the position of the MRP which states that its membership cannot be from political party cadres.

"Thus it appears that the DPR and the government want to be in control of Papua," said Albert.

In the budget function, Albert said, in discussing macroeconomic policies and the main points of fiscal policy (KEM PPKF) and RKP RAPBN FY 2021, the DPR Banggar was powerless before the government.

Banggar's efforts to raise the basic assumption of the rupiah exchange rate against the United States dollar do not appear to be used as an instrument to increase economic growth in the 2022 RAPBN FY.

Regarding debt, Banggar defended the government's interest in increasing the amount of debt. On the other hand, it ignores the recommendations that have been submitted by the BPK.

"In fact, according to BPK, the value of the 2020 budget deficit was reported at Rp. 947.70 trillion or 6.14 of GDP. Debt procurement in 2020 exceeds the financing needs to cover the deficit," he explained.

In the supervisory function, many discussions of the RKA/RKP in FY 2022 are conducted behind closed doors. This raises suspicions of collusion between the commission and its partners.

Albert said that Formappi found 4 commissions that did not make working visits. That is, commission I, commission II, commission X and commission XI. Meanwhile, of the 7 commissions that carried out kunker, only 3 followed up on the results of the kunker, namely commission III, commission V and commission VI.
