State Loss More Than IDR 1 Billion In Balung Kulon Market Construction, ASN Disperindag Jember Becomes Corruption Suspect

JATIM - Jember Resort Police, East Java, has named two suspects in the alleged corruption case of the physical construction work of Balung Kulon Market during moderate or heavy rehabilitation activities at the Industry and Trade Office of Jember Regency for the 2019 Fiscal Year.

"We have named two suspects with the initials JN and DS in the alleged corruption case of the Balung Kulon Market," said Jember Criminal Investigation Unit Head AKP Komang Yogi Arya Wiguna in Jember, quoted from Antara, Wednesday, July 28.

DS is an ASN Disperindag Jember who acts as a Commitment Making Officer (PPK) while JN is a partner or contractor.

"According to the results of the East Java BPK and Development (BPKP) audit in the process of planning, implementing, and reporting the construction of the physical activity of the Balung Kulon Market, it is not in accordance with the provisions of the applicable legislation," he said.

According to him, the two were suspected of committing a criminal act of corruption by falsifying bid documents and fictitious work. Even in the procurement of materials and work processes that should have a low value, it becomes high, as well as allegations of inflated.

"The two suspects are suspected of causing state losses of Rp. 1.8 billion and the Balung Kulon Market rehabilitation project budget of Rp. 7.5 billion, which came from the Jember Regional Budget for the 2019 Fiscal Year," he said.

He explained that the Jember Police Satreskrim Tipidkor Unit handled the case based on Police Report Number: LP/A/255/XI/RES.3.5/2020/Reskrim on November 13, 2020.

"The investigative team has examined at least 38 witnesses for questioning regarding the alleged corruption case, including asking for construction expert witnesses, expert witnesses on corruption, LKPP expert witnesses, and expert witnesses on calculating state losses from BPKP," he said.

In addition, he continued, Jember Police investigators had carried out a series of searches and confiscated evidence for the alleged corruption case of Balung Kulon Market.

"Based on the determination of the suspect, we will conduct an examination of the two suspects last Thursday in Unit II Tipidkor of the Jember Police Satreskrim," he said.

Komang explained that the suspect was charged with Article 2 Paragraph (1) and Article 3 of Law No. 20 of 2001 concerning Amendments to Law No. 31 of 1999 concerning the Eradication of Criminal Acts of Corruption junto Article 55 paragraph 1 to 1 junto Article 56 of the Criminal Code.

"The threat is a minimum of 4 years in prison and a maximum of 20 years in prison, and a minimum fine of Rp. 200 million and a maximum of Rp. 1 billion," he said.
