JAKARTA - The National Police has uncovered a case of alleged corruption related to the provision of invoice financing facilities by PT Perusahaan Pengelola Aset (PPA) to PT Bintang Abadi Sampurna in the coal procurement project for PT PLN Batubara Niaga for the period 2019-2020.

Head of Operations of the National Police's Corruption Eradication Task Force (Kortastipidkor) Kombes Ahmad Yusuf Afandi said that PT PPA initially provided financing facilities worth Rp50 billion to PT Bintang Abadi Sampurna (BAS) through a voice financing scheme.

However, in its implementation, the disbursed funds reached around Rp. 67.31 billion through eight disbursements.

From the disbursement, he said, investigators found a series of fundamental irregularities. First, the due diligence process and risk analysis were not carried out as they should.

"The recommendation to carry out direct verification to PT PLN Batu Bara was not implemented. In fact, these things are mandatory procedures according to the internal SOP of PT PPA," he said as reported by ANTARA, Monday, July 20.

"The document that was allegedly forged was then used as the basis for the disbursement of the next funds," he said.

According to him, the abuse of authority in the financing process has caused significant financial losses to the state and has damaged the governance of state-owned investment.

"This matter is not merely an administrative error, but a series of actions that are suspected to have been carried out consciously, structured, and interrelated so that state funds are disbursed without a valid basis," he said.

Yusuf said investigators had detained two suspects in this case, namely IT as Investment Manager of PT PPA and FSN as Head of the Operational Division of PT BAS.

Meanwhile, the suspect FH, who is the Director of PT BAS, is currently a prisoner in another case and is serving a sentence at the Salemba Prison.

He revealed that the case file of the suspects had been declared complete or P-21.

"So a detention has been carried out from July 13, 2026 as part of the law enforcement process before the transfer of Phase II to the Prosecutor's Office," he said.
